  2. I've always rather liked snipes. You can generally one-shot troublesome minions (SAPPERS!) and two-shot LT's (or even some bosses) which is handy on a blaster, where you're working on small marigins.

    It's less useful for a stalker though, since they already have excessively powerful alpha-striek capability.

    The rare Sniper IO sets are also fairly good.

    LOTR actually has both very specific cultural references (although Th Hobbit has many moe of them) there's a couple of times when Tolkien's "narration voice" explicitly compares things to the "real World"

    It gets less comon as the show goes on though.
    And even so there are still a ton of cultral references there: Farmer, innkeeper, steward, king..

  5. I likethe it. They need to flesh out the roster, and have a few "breather" episodes (right now it feels like all the series has been non-top fight-scenes or 30 minutes, admittedly they've m anage to cram in a lot of character development in there, but still)

    A bit too many scientists (Hank, T'Challa and Tony) they should definitely bring in Carol or Wanda to the team.
  6. I've noticed that the MM pools gets a few melee attacks (Thunder Strike and Knockout Blow) are those worth looking into at all? (more tempted by Thunder Strike than KO Blow)

    Cloud Senses proc in lichboy is a good idea.

  9. Okay, I'm sitting around with my ol' level 50 nec/dark (first level 50 character!) and pondering what to do with her.

    She's currently a bit half-arsedly slotted for defence, with the approporiate skills (manuevers, fighting pool, scorpion shield) nets a little bit above 40% S/L defence (the rest I can easily get if I just buy some more sets).

    The problem?

    She's awfully boring to play. Yes, she's pretty much unkillable, but the pets do pretty much nothing, and you're reduced to occasionally switching the anchor to Darkest Night and cycling Tar Patch.

    So I was thinking of re-gearing the character to a bit more damage-specced, and in tha regard I have a few questions:

    A) Does damage set bonus get inherited by your pets? I presume not.
    B) Best APP/PPP?
    C) Apart from Assault, any other good way to boost damage from your pets?
    D) End issues: How to fix them? I'd rather have a better alpha (rech or dmg) than the Cardiac one I'm using currently.
  10. Actually it was mentioned pretty early on that Cole tends to run a hands-off approach. He doesen't seem to be a micromanager.

    Note that I don't think Cole isn't ruthless: He's pretty clearly willing to do well, pretty much anything, to achieve his goals. It's just that I doubt he signs the paperwork for Neuron's every experiment or Tillman's every new "recruit".

    I suspect his involvment is basically limited to "White, do something about crime, Tillman, help him out, Neuron, we need more Science, grab Keyes and get going. Sinclair... Keep doing whatever it is you do. Also I need ten thousand goliath's by Tuesday."

    I suspect he's working on something important, and really isn't interested in the day-to-day running of the state.

    You're confusing the greek "tyrant" with the roman "dictator", the latter was indeed a temporary appointment in terms of crisis (Caesar made it permanent) the greek tyrants were simply people who managed to grab absolute power. (Usually by quite informal means, eg. bribery, good speaking skills, and friends with big muscles) they tended to not formalize their positions (with the exception of Syracusae)

    The Sec. Council presumably speaks with the voice of their respective governments. True, the security council in itself does not have that kind of power, but the governments that make it up can easily grant it those power, should they desire to.
  13. Well, SAM is the superhuman affairs division of intelligence no? Would make sense they'd have more info on a group that primarily involves superhumans (if in an antagonistic role) than a "regular" CIA guy.

    The way I understand it...

    Arachnos was the "original" villain group, founded in Italy some time in the early 20th century.

    The 5th Column is a separate, fascist group, created in 1938 by Requiem (should probably be noted that Requiem is italian, not german)

    The Council is a separate group (that split off from Arachnos) led by the Centre.

    Quite recently (with the help of time-travelling PC's) the 5th column was overthrown by the Council, the vast majority of it's leadership simply switched sides (no one knows the Centr'es powers, but he can apparently be VERY persuasive)

    Now, to further confuse this, for a while the 5th was controlled by the Reichsman (alternate statesman from Axis America Earth) who usurped control from Requiem. Requiem seems to be the Nictus' main contact on earth (and it's probably time-travelling Requiem who introduced Romulus to the Nictus)

    Now, for a while the 5th column was undergroundm but recently the Reichsmann was broken out by sheer stupidity, and he apparently resumed control, which made most of the 5th column rank-and-file join up back with him.

    However, the entire leadership (Requiem, Nosferatu, Vandal, Arakhn, Burkholder, etc. etc.) seems to have stayed on with the Council.

    Only now there's apparently some kind of split between these two too, one tip mission mentions that Dirge of Entropy (Requiem's Nictus half) has some kind of plan, and the Centre apparently wants to stop it.

    Malta (as they see it) are trying to protect the world (or at least America) from anything that threatens it: Communism, superpowered beings, whatever. They're clearly a vigilante group. They don't want to take over the world, they just want to eliminate any threats.

    They're clearly vigilantes, as they operate outside the law to try to eliminate threats to it.

    They also seem to work with more radical and vigilante-ish people (like Officer Freymuth)

    They're not in it for the money (rogue) or to take over the world (villain). They're here to (as they see it) punish bad guys.

    Speaking of which, Sky Raiders is another rogue-ish faction.

    EDIT: My understanding is that the KoA are related to Malta in that Malta tends to hire them. They're a mercenary org, so they don't really have any loyalty except for that to a good employer.

  20. I think the most interesting stuff in the tip missions are the rumblings about (another) Council Civil War (this time between Reqqy's and Arky's Nictus-faction and the Centre's & Maestro's human faction...)
  21. Wyvern and to some extent Legacy Chain could be Vigilante groups.

    For Rogue... Goldbrickers, maybe some of the Paragon City gangs? (Tsoo, Family, Warriors etc.)? And in Praetoria: Syndicate.

    The Red and the Black, The Thief of Midnight, The Dean MacArthur/Leonard Silman arcs and heck, all of the praetorian arcs (except possibly for Bobcat's)
