A Luck of the Gambler 7.5% Recharge does NOT count as one of the five "7.5% Recharge" bonuses you get from sets like Basilisk's Gaze. So you can actually have five "7.5% Recharge" bonuses from sets, and five "Luck of the Gambler 7.5% Recharge" IOs in the same build with all of them adding to your Global Recharge.
And if you wanted to do it that way, you could have Basilisk's Gaze in Blind, Flash and EM Pulse, plus Kinetic Crash in the Primal APP's Blast and Torrent, and then try to fit in five LotG Recharges (SI, GI, CJ, Hover and, uh, Stealth?) -

This is my build. It caters for an overlap so it truely is PERMA.
If the Apoc set is easy to obtain,
1. sub it in for Spec Wounds
2. remove 1 Rech from PA
3. replace with SB %BU or another socket in fly to boost flight speed (set bonus is ok too) -
Local man please enlighten me, it was my impression that only 5 of any recharge was allowed.
That is 5 x 7.5% maximum.
All the builds you have posted (that I can see) have a combination yielding 6 or 7 x 7.5% rech.
Maybe the latest update now allows more, in which case please ignore this comment -
who will be affected by the guassian set proc of buildup if it is slotted in my 'Tactics' ?
will my bots?
will my team mates?
does this also mean that if I slot a buildup proc in my one of my bot slots, that all my bots get buildup or just that actually bot that hit a mob to 'proc' it ?
please help me with this if you can -
Just a quick question on your damage proc on tactics.
Its my understanding that procs (such as the one you have in the assault bot) only can go off when that attack (or robot) is used, and then only goes to the person (or bot) that does the attack.
So who gets or has a chance to get the buildup proc in tactics? .. just me or will that include my bots as well

now seriously, these are my comments...all be it from the point of veiw of a lvl 24 dark/elect
1. there is little chance that this is 'start to first respec' build....am curious to see how u socketed this build to say lvl24 (respec in mind)
2. i was going to say wheres tar patch..but ur respecing it in for snipe ... not withstanding i love snipe...i concede this is probably for the better
3. wondering what the 4th power pool u will pick...where is this lacking at that high level?
nice build ... was playing with energy def (or blaster...cant recall) the other day and i cant stress DO NOT TARGET MELEE TARGETS or else u will be hit with the 'dam u, if i wasnt so busy chasing the enermy, id be typing nastiness'
side note: with permahasten is 6 socketing power bolt really necessary ... with 1 recharge in blast and burst, i wonder if mathematically u arent dealing more damage (always wanted to ask this question...and now i have...so there!!)
oh and another thing ... i agree..i was about time you posted one of ur uber builds -
i stand amazed, i have been continually posting the vision of a tanker being resilent to damage and have a powerful (and slower than a scapper) attack .... STATESMAN u have the answer enhancing damage upon each blow landed .... i LOVE it .... thank you for haveing the idea/vision ... good luck with the speedy encoding
