I think you're right. Which leads to my next question, did that blurb mean that they added a few change points between 25 and 50, or has it always been like this? So why the blurb? Am I going insane?

Howdy. I'm pretty sure I'm just missing something obvious, but what the hey, it may actually not be me. So.

I've got a level 25 hero who has a pair of titles I now find kind of dorky. Noticing that blurb in the patch notes about being able to change your titles once per 10 levels, starting at 15, I went over to a trainer and tried to do so.

I don't see any option for doing so, however. My question, I just realized, as writing this out jogged my brain into thinking for a moment, is this. Do you only see that option upon going to a trainer to level up? Hrm. Or is this just a lil' bug? Hmm. Or, am I just dumb today?

I am sad because I re-upped with CoH/V after a few months away, and that online transaction is keeping me from buying the GvE stuff online for at least a couple more weeks. Silly anti-horrible-fraud-happening-to-me rule.
