Keep in mind that anyone can copy a lvl 10+ toon to the test server, use that toon to make a sg, then make thier own pretty looking base complete with IoPs. I wouldn't put too much faith into anyone who says they made their own base on their own.
Not to call anyone here a liar, I'm just saying keep it in mind. -
