GO to the crey building in Nerva, it's the building with the Tech and Science Quartermasters.

Stand with you back to the sign, you will be facing a TsingGuns building. Jump to the first level of the roof, it's got two levels. Walk around to the north side of the building and you will see him standing on a platform. His name is Crimson Revenant, he is at .. -1.5 107.9 6646.2.

Hmmm.....so I4 is due in the summer time?

My only advice is, skip this TF, it takes longer than the 16-21 range Skyway TF, and is tons harder. The single 18 SO is not much reward for 5-6 hours of effort.
