I had up an idea for a dual blades/super reflex character but the one name I could come up with that I actually liked (El Cazador) was taken on every server

I'm thinking I may have to change some details (like where he is from) if I'm going to find a name that fits.

He is a US soldier from a research station in the mountains of South America and the sole survivor of a zombie outbreak. Now he's a professional (he doesnt get paid, he's just had a lot of practice ) zombie hunter.

1. Are there any penaltys/fines/jailtime/etc for being an unregistred hero?

2. Is there a College in Paragon City?

3. If there is no official answer to these, is there an unofficial one that most people use?
