I'm not sure id Weapons suggestions include casting powers, but I think Plague type powers would be pretty slick. Think "The Mummy" type plaques like flies coming out of his mouth, or boils, bloody rain, plaque of rats, etc. These powers could be based on dark energy, for example, so that fear is a byproduct of the effect. Imagine a carpet of rats streaming towards a group causing a cone panic. Or a target gets hit with boils plague that causes moderate damage but lowers defense and tohit buffs, flies could cause disorient and blood rain DoT with debuffs.
Well I think it would be pretty cool.
