The animation time, both before and during the attack, is also a factor....
With firebreath, you have to wait for the animation to run its course. The total length of time from the moment you press the button until you can make your next attack feels like five seconds: two seconds of animation before the attack actually begins and three seconds of breathing fire.

This is not my experience with Fire Breath. I align the enemies for optimal damage and start the attack. About the time of the 2nd tick I am able to move or, as I usually do, hurl a Fireball into the center of the mob.

I was quite surprised as well. But what this means is, with Fireball's quick animation, that the 3rd to 4th tick is the endgame for my targets.
  2. Recently I was on the Positron TF with 2 inviduals exemplaring. At first, one of these ex's had the star and I protested, which brings me to my first statement:
    (1) While on the Manticore TF, a level 45 was exemplaring and when the Crey ambush came, the agents were 45s. Of course, being 33ish none of us were able to handle this but we eventually figured out to run to the drones by the Brickstown entrance. So - word to the wise, never let an exemplar hold the star! This code should be fixed to perhaps generate the ambush at the highest -effective- level of the team.

So during the course of the TF, one of the ex's drop out as I am on my way to chat with Positron. When I arrive, he states that he needs to chat to the leader. Even though I have the star, I guess the party got 're-enumerated' and Positron wasn't clued in.

    (2) If an exemplar drops out, the Issuing Hero needs to recognize the team leader afterwards.

This problem was worked around by logging out without quitting to pass the star. I did this as I don't trust the effects of Promote.

During the middle of a door, next to last, the other exemplar had to quit and log off. When we exited the mission, it did not say Return To Contact. Reading the description even said that we had failed, even though we all were Mission Completed and exited normally.

    (3) An exemplar quitting mid-door has unpredictable effects on the status of mission completion.

This time, the workaround was that the 'host' of the exemplar AND the team leader had to both log out in order to fix the status.

I petitioned and rapped with a GM about these issues. He/she assured me exemplar code was under scrutiny. I guess those fixes are 'coming soon.' Until then, unfortunately, I am wary of accepting exemplars on my team.

    Happy gaming!
