I couldn't give this issue as high a rating as I would like for two reasons.
First, the economy is a bit insane at the moment. I know that many people feel it will "calm down in due time"; but even without taking the consignment markets into consideration, common IOs and common recipes (available from invention tables) are a bit overpriced. I've had to switch back from earning constant Prestige to earning Influence. The scale back in Base Rent has made this easier; but it seems that I'm paying many, many times the standard rate for Lv50 SOs for a Lv50 IO even though the increase in performance is still based on the same ED rules from Issue 5. If 2 IOs could do the job of 3 SOs, then I wouldn't be as apprehensive. But replacing 3 Lv50 SOs with 3 Lv50 IOs doesn't yield the type of reward I would want to invest the approximate 1.5M to 3M.
Second, all new content aside, there have been constant performance issues that haven't been adequately addressed. I've heard so many theories thrown around, everything from drivers to settings to memory leaks to file fragmentation, that I don't know which way is up. I know that everything used to run just fine up until some time when Issue 8 was released. Now in Issue 9, the problems are worse and I don't have any official, connected source to ask for help. It's hard to enjoy new and expanded content when all of your IO bonuses are nerfed by slideshow battles.
New content alone isn't enough to make a new release a 5-star event. Customer Service, Tech Support, and Developer Communication needs to be revisited, revamped, and improved.
