Its generally a safe way to get what you want at a good price.
Well you could probably drop Maneuvers but you'd have to do some slot shuffling around but its possible to keep your soft cap and have Soul Drain. -
I went to check the server I am on to see how much the Touch of Death recipes would be, along with the Steadfast Protection Unique and none of them are for sell from what I saw on the Liberty server. It be in recipe form or already crafted.
I did about a dozen Bronze rolls in the AE to try and get the Steadfast Protection unique as I saw someone say it can be gotten there. But no luck, yet. Are there certain types of monsters that drop the Touch of Death recipes more than others? -

A lot of your powers were over slotted, specifically Phalanx Fighting it grants you a base defense bonus of 3.75% to all positions so no matter how many defense boosting enhancements you put in there that number won't change.
I'd put the defense cap as your priority and make every other bonus secondary.
I had to swap in Mako's Bite into Siphon Life
True Grit works better when slotted for +hp rather than +resistance.
I removed a few slots from your attacks specifically from Shield Charge and Shadow Maul because they were over slotted and that 7% Psionic Defense isn't going to help you much.
Right now you're sitting at the soft cap, if there were one thing that I'd really change concept for, and I am a respecter of concept builds, is to try and fit Soul Drain into your concept it will really really help you out.

IF I did decide to pick up Soul Drain for the build, what should I trade out for it. How much if a difference would I see with having Soul Drain added to the build? Besides damage output what would be the reasons on adding it over character concept?

And it would be good if you could fit in a Gaussian Synchronized Fire Control set for another 2.5% to all. Then you're over on AoE, so you can trade some of that for other bonuses. For more ideas for improving defense, just glance though some of the many Shield builds out there, including in this thread, and have a look at where they're getting their set bonuses from.
Also, no Soul Drain? Ouch! And Midnight Grasp is one of your best attacks.
So slot Maneuvers no more than 3 times I would guess? Again forgive me for not knowing the names for everything. Is Steadfast Protection another IO set? as well as Gaussian Synchronized Fire Control. Cash wise I'm flat out broke, so it would take a while to buy anything beyond Orange recipes. Purples and PvP stuff is definitely out for me.
Edited my build just a hair. Still far off on melee defense cap. =( but got a little closer with range defense. -

Still toying with Mids and trying to figure it all out though. Like how I can tell if defense is capped or what the numbers are for cap. Just have no clue on that stuff. lol -
I'm on a tight budget for it. lol
Need to get a respec to change a few things, but overall I'm really loving it.
Basically the only question I have is if I want to keep that extra 12% healing. Or trade it out for a +15% Health Regeneration & +1.13% Max health. Or +5% Run speed & Fire and Cold Defense +3.13% & Area effect Defense +1.565%.
The actual temp is not min/max as part of it's for 'flavor' or concept. -
So it does effect Siphon Life? I wasn't sure since it was a attack/heal type power. If I didn't use them there or they were not effective, then I was going to place them in Weave.

I have a question about Numina's Convalescence.
Currently I have True Grit and Health slotted (4 times) enough to get the 6% increase to heals. Is it worth slotting them both to 4 since the only heal I have is Siphon Life (If that even affects SL?). Or should I go with slotting it just the 3 times and be better off putting those other ones somewhere else. -
Is it possible to soft-cap Defense without the PvP recipes or purples?

Like what enzymes(?) or HO's are. o.ORegarding your question about slotting for Active Defense, you know it's a click mez protection power that needs at least two recharge to be permanent? (Permanent means it recharges before the buff runs out) Hasten is a click recharge buff that cannot be made permanent without significant IO recharge bonuses, but slotting 3 recharges gives you maximum uptime for Hasten.
I'd never leave Active Defense single slotted; I want it always active and ideally I want it to overlap. Therefore I always 3 slot it for recharge and set it to autofire (control+click on the power).

I'm greedy, I don't want it to change, but the option for both. xP (I'm only half serious lol) But if the other buffs leading up to it are such low end compared to others, why not have at least that one be the be all end all reason for taking that pool. -
So I have been contemplating some stuff still. I've been using One with the Shield more often lately like I mentioned, but that is largely due to me running missions as +1 level (x8 people) to help some friends level who I have gotten into the game recently. I have noticed I can pretty much pop a purple Insp to achieve to same 'protection' for the little times I actually am in danger (most the mobs have 2 bosses in them).
Here is the new question. I plan to get rid of Energy Torrent (can't slot it enough to make it a decent attack for the End it costs me) and One with the Shield. IF I also get rid of Combat Jumping that will open up a Power Pool choice. Would it be better for me to pick up Fighting and grab Boxing (or kick?) and then Tough and Weave? -

I'll try and hit you up tomorrow some time. Most likely going to run through some Rikti missions for some more merits with a friend or two. Was searching for Accolades today, got the Atlas Medallion and the Portal Jockey. Just 50 more Fake Nemesis and I'll have the Freedom Phalanx Reserve as well.

Which refers to Kheldians for us Hero-side folks. Since I have already unlocked them by having a level 50 character, this will change nothing for me, unless I decide to start playing villains (not likely).
Ancillary power pools will still be available starting at level 41. -
So I still have not settled on exactly which powers to drop or change out. Trying to hold out until the new Issue releases for when we can pick up the Epic Power pools at level 20. So I can slot Energy Torrent a couple more times. Lately I have been using One With the Shield more often. But that is because I am running missions as a +8 group alone, or with 1-2 other people. Usually fine still even without using it, but when I/we agro multiple groups I find popping it makes me safe from danger for the most part. So I'm thinking of keeping it for that 'Oh $#@!' moments that happen.
I do have another question about a few of the powers. Activate Defense, Against All Odds, Hasten, Conserve Power, Assault. Since none of these have Set Bonus enhancements (IO's?) that can be placed in them. Should I only slot them once? At the moment I have each of them slotted 3 times. -
Again thanks everyone for the advice so far. I'll have to download that character creator and toy with a few ideas.

One if the things I wished they did for the Leadership power Vengeance. Was also allow for it to be activated in your own death. Instead of it just being a fallen comrade. Sort of like they see you fall and your team mates rally together to stop the threat.
