It should be noted I do have 2 characters with 5 of those slotted. I still think EVERY +speed bonus in IOs should be increased by 50%.
Every extra slot in Swift past the first is relatively as worthless as a +Speed IO. Allowing players to put extra slots in Swift is.....

I thought the crystal pieces on the Elemental Order costume were kind of goofy and out of place, especially since that set has such good traditional military uniform pieces.
But then I see in the post-your-costume threads people using those crystal pieces to great effect mixed in with other pieces. -

So nice of you to say since you're so indifferently good.
Anyway, terminology:
The backronym of Programed Random Occurrence comes from the WoW community. There is no evidence of that phrase existing before Procs were introduced in WoW. Meanwhile, Positron, who introduced us to 'procs' was used to that term from Everquest days which predated WoW and he defined it as a procedure.
But that term and others like 'Uniques' got applied to all the Special Single-acting IOs... incorrectly... or correctly... depending on how Positron and Castle defined 'procedure.'
What we players have determined is that there are three categories of Special Single-acting IOs which we (and be 'we', I mean 'me' since I cleaned up the terminological chaos in the Wiki and mostly everyone has accepted it ) have called them:
1. Global IOs: Act like Global Set Bonuses (always on). Obey the -3 level minimum cut off rule.
2. Procs: Chance to fire off when the power is used. Doesn't obey the -3 level minimum cut off rule.
3. Proc120s: Just like Procs, except they last 120 seconds in clicks and pulse 10 seconds in toggles/autos, and their 'chance' to go off is 100%.
Whether that third category should be called a proc or not has been debated. But it's a widely accepted name to get a handle on what it does in apparent effect regardless of actual mechanics.
As to my opinions for my one fan:
- I believe that if just one single 'proc' -- whether legacy or PPM -- is being relied upon by an AT to make a *significant* jump in 'power' or to make the AT 'playable'; then it is Overpowered. That may be the case with some of the new PPMs and if a cap is needed, cap 'em. A proc should be as good or slightly better than a Level 50 Damage IO in effect. If it's several orders better... that's not good.
- I also believe too many of the Legacy procs are underpowered and worthless and need a buff.
- I have guarded optimism this will all be worked out satisfactorily by I24.
- I also believe the powers team should have heeded previous warnings and not brought this to Live so quickly.
- I also believe that the level ranges of Enhancement Sets needed more of the Powers Team attention than the procs ever did. Level 10-20 Sets? Useless and ridiculous.
- Also, the Powers Team should have focused on new Sets for categories that are short on options.
But what does someone so badly indifferent know? -
Well, then, I guess I will turn off notification. Which means Unfollowing, too. There's nothing on Twitter I can't get from the forums. And even if there's a tiny needle of exclusive Twitter-only info occasionally posted there... I'm not going to sift the haystack to find it.
This means if you have a surprise Ustream or a surprise Event Test, I won't be there for it because I won't know about it like I used to. I'm certainly not going to manually check the CoH Twitter feed several times a day.
If you can get a CoH-Official Announcement account up and running, I will Follow it and put it on Cell Notification. I hope that comes about.
And, Zwillinger, to comment on evolving use of social media: Sure, I know it happens and I am not making demands that you use it the way I want it to be used. But evolution happens both ways. If it evolves into something I don't find useful or I don't want, I'll opt out; which is what I'm doing. It would be helpful for you to know why. You made a purposeful change in the way it had been running. And so I'm making a purposeful change, too. -

That's the first step towards completely unfollowing you. I not only signed up to follow CoH, but to get cell phone notifications of any tweets so that I wouldn't miss things like surprise Ustreams or surprise one-day holiday event beta testing.
But over the past several months, you got the idea to make that Twitter account a verbose social media outlet. Every day I find my cell phone alerting me more and more often that there was a Twitter post. And more and more those Twitter posts are just fluff:
- Three different tweets to show off three different art project winners. That's three times to check, "What is my cell phone notifying me of? Oh, nothing that I wouldn't see next time I'm on the forums." It's also something that could have been a link to one forum thread rather than three different tweets.
- Retweets of meat on a stick conversations. Really? That's worthy to retweet? Really? You're going to retweet entire back and forth conversations? And in the past few weeks, one or more of you have just gone retweet crazy. It's maddening.
It's clear you want that Twitter account to be exactly like your Facebook account or the forums. That's not what Twitter is about. Or at least, that's not what that Twitter account was originally for.
If you're going to make that account a chatty and verbose chat channel, I will completely unsubscribe. Maybe you can create an announcement-only channel that I can subscribe to with cell phone notifications.
But I just wanted you to know what I'm looking for: The ability to get cell phone notifications of time-sensitive information and big announcements. Not another whacky conversation channel.
I hope you can find a solution for me and anyone who may feel the same. I don't want to completely unfollow you on Twitter, but unless things change, I will. -

All we ever got in terminology was Positron who mentioned 'procs' as a procedure with a chance to happen. But then we got three classes of Special IOs that work by themselves rather than in a set:
1. Special IOs with a Global-like bonus: These follow the -3 minimum rule to 'work' and work even if the power is not used or even greyed out.
2. Special IOs with a 'proc': These do not follow the -3 minimum rule to 'work' but only work when the power is activated and have a chance to happen that is less than 100%.
3. Special IOs with a 100% chance to 'proc' and a 120 minute duration in click powers. These are more like 'procs' then the Global bonus Special IOs.
So... what do *you* call them? -

In the end, I have full confidence that any SBE PPM proc will be as good or better than its current Legacy Proc analogue. That should be satisfactory to most folk.
However, if you're chasing SBE PPM procs because they're *way better* than any Legacy Proc... then you might be disappointed if that is eventually balanced back (i.e. 'nerfed') to something more reasonable.
People have a lot of valid concerns in this thread. However, one particularly invalid concern is that a SBE PPM which is currently way overpowered should be kept in its current overpowered state because they paid money for it. That won't fly. A policy of Paragon Studios stated by several different devs over the years is that no matter how long or established a bug or mechanical imbalance may be, the devs reserve the right to fix/balance it at any time. People who chase edge cases for unusually large gains should learn not to become attached to their overpowered niches.
Again, this point doesn't take away other valid concerns for getting PPMs implemented reasonably. -
