That might not be what you think, Bill...
Mine also would not reliably auto-target and auto-fire when double-tapping, or hitting tab or ctrl-tab. But I think it is lag, and not a targeting problem issue per se. Try setting your world details, character details, and such to the lowest possible settings. It may be that your client piece (of the game) is too busy feeding render instructions to your graphics card, and is not listening (well enough) to your keyboard.
before I turned down my settings to prevent lag (offered in case you're already at the lowest settings and still having the problem), there are a couple things you can try.
1. hover, but within heal range if you need that
2. face outward from the pack. they'll be less to render, and less chance of missing the keystrokes.
3. after you do have a target, look up, so less is rendering.
For my nova form, i'd look down, while hovering over the edge of the mob, facing outward, so there would be only 3-10 rikti there. I'd tab or ctrl-tab to target one, then look up, so I wasn't seeing the crowd at all, and start hitting attacks. Works okay, and much fewer lag-related issues.
But, like the 200-hero hami-raids of old, lag will always be an issue, and will mess with your attacks and targeting. Same solution there and here: turn down every graphics setting you can find, and you'll have better luck! -

Completion Rewards
Temporary powers are granted after completion of Mayhem and Safeguard Missions, if they are of the appropriate level. Most players begin in Kings Row, since you can get a Detective contact, and a police radio, at level 5. The instanced map you get, and the temporary power rewarded, correspond to your level. If you are in a zone where the radio is "quiet", then your level is too high, or no missions are available at all in the zone.
Levels 5-10: Raptor Pack (instanced Atlas Park map)
Level 10-15: Zero-G Pack (instanced Kings Row map)
Level 15-20: Self-Resuscitation (instanced Skyway City map)
Level 20-25: Summon Teammates (instanced Steel Canyon map)
Level 25-30: Movement Increase (instanced Independence Port map)
Level 30-35: Endurance Increase (instanced Talos Island map)
Level 35-40: Health Increase (instanced Brickstown map)
Level 40-45: Life Insurance (instanced Founder's Falls map)
Level 45-50: Regeneration Increase (instanced Peregrine Island map) -

I think that's confusing people, frankly. I can try to word it differently, so it's more clear, like stating where it's given and what instanced map is used.

Reason I'm asking: the guide here, and Paragon Wiki, both have the Raptor Pack in Atlas Park. Either that has changed, or something else is going on (like they're given by level, or by order of doing them, not by zone?? -- don't think so though).
In-game, a couple of 50s who hang out under Atlas said "Naw, there isn't one in AP". Plus, I FOR SURE did it in KR with a couple trial acct ppl, and they got the Raptor Pack.
I'd like to be able to tell them where to go for the Zero-G. Paragon Wiki lists that as KR, which I now know is incorrect. To my flakey recollection, I think the Zero-G is Skyway and the self-rez is Steel.
If I don't get an answer here, I'll find an adventurous person to exemp with and run the Skyway and Steel to find out... -
I figured I'd start a new thread on this, instead of thread-jacking.
I helped 2 trial accounts get the Raptor Pack. We did this in Kings Row, 100% certainly. Paragon Wiki has this as Atlas Park. In-game, I asked one of the senior players about this, and they said "no the first 1 is in KR". So, did it change???
I can fix Paragon Wiki once I get a definitive answer here. I'm sure the Raptor Pack is King's Row, but...
Who knows for sure (like recent experience) where the Zero-G and Self-Rez come from. I think one is Skyway and the other is Steel, since I have both, and I don't remember doing safeguards in any other zone.

Do 3 more radio missions, and you can get the safeguard mission again.

Uh, well... let's take your logic and look at it the opposite way. I earn ten bucks in about 8 minutes while sitting at my cubicle at work. Why spend a week, or even a day, or even an hour grinding away in the game for something that only cost ten bucks, which I can easily earn in about 8 minutes out-of-game?
For those not hurting for money in real life, who want to play the game, not grind to earn influence, this makes MUCH more sense, doesn't it?
So for those who'd rather pay real cash for in-game benefits, better that they get it from NCSoft than from RMTers. -
It might be perceived as a little sleazy, and a way to milk players for more money. That was my first impression regarding charging for more slots or paying to move a toon between servers. As a computer programmer, I know that these are completely automated, and cost NCSoft nothing at all per transaction.
I haven't paid for either, and may never. I do like that they are there, and that there is some kind of barrier (ten bucks) from people doing it chronically.
I guess for those who've run out of options, and still want to respec, at least it adds another possible route.
Is there any danger to those of us who plan heroes carefully, and have never even needed more than the respec trials traditionally (and now, don't even need those because of veteran rewards)? Nope! It won't costs me anything!
In fact, if it's a way for NCSoft to making a little more money, which keeps our virtual stomping grounds up and running, then it's all good. -
Another important thing I have learned, related to the comment (somewhere) about not having more than 2 story arcs open:
If you already have 2 (or is it 3???) story arcs open, you can go talk to other contacts, but they will not give you their REAL story arcs. They give an alternate set of missions. I'm not sure if this is consistent or not, or if there is any rhyme or reason to it.
I didn't know about the "jammed" story arc thing until recently, and had to go do a bunch of level 14 and 19 content at 39, before finally getting the "real" arcs from the 35-40 contacts.

I'm happy to see that occassionally somehing is GIVEN to the players instead of taken away. I can't complain about the specifics, but... It's still obviously PvP balancing, which was never supposed to interfere with those of us who hate PvP.

THANKS robobot for the info... But being a newb, I need a few more details. My invuln/ss tank is 21 now, and I want to put together some details on what I will respec when I5 hits.
I guess where I'm less than clear is:
- At which level do you want to pick each power up? This seems to matter when exemp'd... Other than getting Hasten ASAP and Stamina (and it's prerequisites) ASAP, I'm concentrating on defense. So at lvl 21 I only have 3 attacks that I cycle when meleeing, one of them being Brawl (go ahead, laugh). And I still solo about half the time, but it is SLOOOOW.
- How do you slot Conserve Power? with -recharges or -end?
My own recommendation re/ travel: I love SS in lower levels, because of the lower end use, and the lack of vertical as an absolute necessity. BUT... when I get stamina at 22, I'll want to respec out of it and get hover/fly or hover/teleport instead.
I'm thinking Invuln/SS Tanker might be one of those types where you want two or three builds along the life of the character, and would almost COUNT ON a respec around 24 or 26...
