High above a group of twenty Peacebringers changed course and headed upwards and outwards towards Acid's ship. They were not intent on attacking something of that scale, in fact it was highly unlikely that they would succeed boarding the craft. The important thing was the congressman.

Inside the ship, Hell and hysteria combined in one last assault on the congressman's sanity.
For a moment he thought he had detected a shift in reality to that of some strange, cartoon Universe, but it passed. Now he was in the heart of a spaceship.

Manny Azeerah, aka Whirling Dervish, walked through the dim dimension-bending cave that led back to Pocket D. She had drunk enough water to sate the inexplicable thirst she felt after the ceremony to revive Drade had finished.
Stray chalk dust was on her fingers and long coat. She smiled to herself.
Sometimes it's the things that are done for show that quiet the mind the most.
Drade hadn't leapt for the vial of blood she'd thrown at him. So he was Drade and not some slavering beast from The Pit.
She passed through the gaudy halls of the nightclub, still clutching her 'prize'. It was a small disc and carved into it were images of mountains. At least that's what she saw. The disc, she couldn't help but feel, had picked her and not the other way around.
At King's Row she hopped on to her trusty motorbike and sidecar, the disc safely in her inside coat pocket. The faithful old machine putt-putted along the streets towards Skyway where she lived in a small apartment in one of the many high-rises.
The others at the ceremony had spoken about putting their 'gifts' somewhere safe and special. Manny thought that there was nowhere more special than behind the clock on the mantelpiece. Who would bother to climb all those stairs to her home? Who would even know?
Sometimes, being a minor entity within the Hero Community was the safest bet.
She placed the disc behind the clock, her hand trailed over a picture to the side. It was a young man, his skin much lighter than Manny's, but there was a resemblance. He was wearing a military beret and smiling.
"Looks like I'll have to keep going a few more years yet. Until someone comes along who can guard this better than I."
Manny got ready for bed and switched the light off in the living room. She glanced at the disc and the photo one last time before lying down.

I'm not sure quite where you're going with this line of thought considering I was quoting someone else and referencing a point made by someone other than yourself.
Incorrect, and herein lies the meat of the issue. You HAD a grievance with the person, but as soon as you petitioned them you officially lost your grievance with them as you put it in the capable hands of NC Soft Community Relations. As such, if anything is done regarding the matter it's solely at the discretion of NC Soft.
Had your post simply been the first paragraph or two inquiring about the rules on the matter instead of a lengthy description of the events, I'd say you were simply looking for clarification. Considering the nature of your original post and your subsequent posts in the thread, I can only conclude that you're not seeking clarification but instead looking for support. Hence why I didn't think you'd take an honest differing opinion seriously and instead opted for the more humorous and fun for me route in posting.
Just because it's in local doesn't mean people can't see it. Depending on the server population at the time and their location in a zone, local can be seen by just as many people as broadcast.
You mention the EULA, so that's a nice segue into responding to your initial post, which I will do below.
Right there is where your post should have ended, with perhaps a slight bit of background information. Say a sentence or two.
In response to your inquiry regarding the stance held by NC Soft on harassment during RP in game, I'd say that there isn't an official or unofficial stance considering Roleplaying is an uncovered byproduct of the service NC Soft provides and as such, NC Soft is not liable. There are, however, rules in the EULA and the Rules of Conduct regarding harassment.

As you've pointed out, only you are privy to the conversation between the two of you, so we only have your word to go off of regarding the situation and how things were handled. I'll merely point out that powers and emotes are content supplied and supported by NC Soft, while Roleplaying is not. While everyone's fun in this game is subjective to themselves, they were using aspects of the game and you were not, so the situation is quite murky.
A nice afterthought and a good way to try and cover for yourself, but you've already supplied through your post a) a time, b) a server, c) a zone, d) a location in said zone, e) an archetype and f) a situation tied solely to the player in question. While not quite as concrete as giving out the character or global name, it's certainly enough to bring that person to light. Combined with this public thread you made detailing things, I'd say you yourself have risked breaking the EULA and the Rules of Conduct regarding causing "distress and/or unwanted attention" to the other person.
The reason I responded to your post is because it annoyed me. If you don't like RP, that's fine but that wasn't the point of the discussion. Attempting to turn my replies into some kind of 'you have become the person who was haranguing you' are puerile. Oh and very passive aggressive.
This is a discussion board, not a 1-1 conversation board. Therefore anything you, me, or anyone else puts up, is up for discussion. -

OP, I think there have been some fine suggestions in this thread as to how to handle the situation and I don't think there is much more you could have done. As such, unless you get a redname post to clarify what kind of griefing gets the GM's attention (not likely) the thread has served its purpose. Matron Knowles detected a shift in energy, something tugging at her hindbrain. It wasn't a magical talent that she had, more experience of life in Paragon City. In fact she possessed no magical abilities whatsoever: she got her 'power' from the arcana given to her by the Midnight Squad, wholesale.
She didn't shift from her position within the hospital. The inpatients and Doctor Carson seemed oblivious to the teleportation occurring outside too.

To be honest, I do get tired of the groups standing around in Pocket D spamming local chat with all this nonsense cybering, it gets filthy sometimes and my kids are in there playing even making comments like "wow, you can tell school is out".
Why don't the RPers use private chat or some channel.. why MUST they use local in those areas? I'm sorry but its so freaking annoying.. and its like 15 conversations melted into one nonsense stream.
Also I'm not school-age, so whilst your kids may not like RP, I do. That's more a difference of things that people enjoy, rather than some kind of social standard to which people 'must' reach and strive for.
And 'we' (a term I don't want to use as it somehow separates this into an 'us vs them' discussion) don't have to use local. In fact quite a lot of roleplayers don't. However, I've read your post several times and have drawn a personal conclusion: you feel that RP is somehow wrong and should be hidden away from sight of those that don't want to see it. Fair enough, can't argue with your personal preference.
It's very difficult to have a conversation in character with many different people unless all the people involved are in the same global channel or supergroup. As there are lots of different people and groups of people that RP together, not all at the same time and about the same thing, local is as fair a way of chatting as any other. Do you have an objection to people chatting under Atlas? Have you seen some of the obscenities on Broadcast?
And to answer another point raised - I am not talking about other people using the ski chalet to team up for the Winter Event or chatting together (and not RPing). I raised the discussion because of a particular incident of griefing which rankled me. And it was griefing. And it did rankle me. And it was to the point where I couldn't concentrate on the activity I was engaged in, even by turning off the sound.
As Grinning Spade has mentioned, I wanted to know if anything is done about these kind of harrassment cases. I do not want 'Ultimate Banhammer of DOOM' or revenge on said parties involved. I just want to know if it's worth me going to the trouble of petitioning behaviour like that. -

You should have sent one petition, then updated it as you were getting more harassment. As it is, a GM is going to have to manually link all FOUR of your petitions together, instead of having a single record of the whole event.

I found a thread over on General Discussion and decided, after toying around for 5 minutes, to post my attempts at my own 'video' here.
This actually took me 10 minutes after fiddling and waiting for it to render.

I'd like to know if there's any stance held by the game GMs on harrassment during RP in game.
I'd finished playing as my corruptor (missions etc) and alted to my controller whom I RP with. I went to the ski chalet in Pocket D because, at least on Union, it's a popular place to hang out and chat in character.
One user decided it would be fun to constantly do the throwing snow emote and occasionally spam some powers which was, at the time, a minor distraction but a distraction nonetheless.
I politely asked them to stop as it was distracting me.
I got a response that said, in cruder terms than I'll put here, no.
So I sent a petition (marked under Harrassment) detailing the conversation we'd had (Cut and Paste in the chat window was very useful).
Then I global ignored the user.
Then they alted to a Stone Armour Tank and proceeded to teleport into my vicinity, effectively pushing me out of the ski chalet. The user also did this to a number of other groups of users who were chatting in character.
The user continued to do this so I unignored them (to check the global, hence why I know it's the same user). I asked them politely again to stop but this time got the response 'No, I am RPing'. This led to a silly conversation and repeated teleports to disrupt me and other people.
In that time I sent three separate petitions, detailing the continued aggravation this user was causing me. I reealised after the silly conversation we'd had that the user had effectively 'won' by rankling me. So I logged and decided to channel some of my frustration into this post, which I hope doesn't sound whiny.
I do generally want to know if there is a position on this kind of behaviour in game and if these situations ever lead to a GM intervening and talking to the 'offender'.
I know that it's not policy to inform the petitioner of the outcome and I'm not asking for that.
Also, could this go in a better place on the forum? I just wasn't sure if there was a harrassment/GM questions section.
EDIT: Oh and for those that were there, please remember there is no naming and shaming, however tempting. Nor implications of name and such. I'm not intending to persecute the person who I felt disrupted my enjoyment of the game. -

We didn't realise that one of our own staff was an imposter." She looked out of the window and saw the prone body of the woman in black.
"Is that her? I suppose it must be."
"And thirdly--"
"Thirdly," Doctor Carson emerged from the basement, "I turned the lights off. Once I'd found out that the woman who claimed to be Nurse Celo was, in fact, some deranged lunatic I thought it would be better to cause a distraction and deal with her without the rest of the hospital cottoning on."
He looked like Hell, with his unbuttoned shirt stained with blood. He instructed the nurses who followed from the stairs to take the children back to the ward. Walking over to the group by the door, he pushed up his glasses and straightened his hair.
"I wasn't aware of our other 'visitors'. I have, however, taken the liberty of phoning the PPD."
"And what about... our employers?" Matron Knowles enquired.
"Since Nurse Celo, or whatever her real name is, stole our main means of direct communication with them, that's anyone's guess."
Doctor Carson looked at Balgair, sensing common ground in leadership.
"So, now you know about our involvement, who the Hell are you?!"

Light and dark played above the clouds. As the figure of Dark Lament headed to wherever it was she was headed, trailing black energy and a new hunger for blood, the light energy that had shone on the body of Widow Frost lingered in the air.
The Spirit's cry was not unanswered.
"IT WILL NOT HAPPEN" the voice communicated via the celestial plane. Below, it sounded like a distant rumble of thunder.
"TOO MUCH PAIN AND SUFFERING DID SHE CAUSE. SHE LOST HER WAY. HER POWER HAS BEEN STRIPPED FROM HER. IT NO LONGER PROTECTS HER. SHE IS GONE."
In the distance, lights flashed. But they weren't magical. From the Spirit's viewpoint she could make out beings of energy flying above the clouds. Like the police sirens in the World below, they were holding back but they had no need to disguise who they were.

Down below, the congressman snarled at Acid.
"How dare you laugh at me! You think I'm just some regular joe? Some politician with only the backing of the CIA and the FBI?! Ha!"
There was no reasoning with these people!
"Don't you hear those sirens? The Police are on their way! They know! Let me go!"
The sirens were getting closer now.
500 yards from the assembled group of heroes, villains and other, SWAT vans approached. Then they reversed another 100 yards. A small squadron of PPD cars and vans drew up behind them. For those that were looking (and could see that far) motorcycles were stationed along with another group of SWAT and PPD vans.
The PPD had arrived. And they meant business. -
Some kind of 'Bounty Hunter' style store would be nice.
A place to either purchase or craft items that do special damage to certain mobs:
Vs. Robots
Vs. True Undead
Vs. Fae
Are there any other Vs. types?
So things like EMP gloves, EMP grenades for robots
Holy Shotgun Shells, Holy Water, Silver Bullet Crossbows/Rifles, Ghost Traps for Undead
Banishing Staves and..um.. well, not sure about the Fae as we currently only have the wand thingy from Buck Salinger. But you get the idea.
I was thinking about this in terms of a new AT earlier in the year but, due to the limited number of 'special' damage attacks, it soon turned into a regular AR-style set with not enough stuff in it to make it any different from existing sets. -

Would be interesting if during the missions if you were to learn that maybe, this time, Malta might have the right idea to make Longbow a bit more "tough" against it's enemies, and you'd actually get to choose whether to restore Ms. Liberty as the head of Longbow, or choose to back Malta's Choice (Who should also be a Woman). Actually have the Leader of the TF have to make a choice on who to back. Might not work with the way missions are coded into the game, but it would be a neat idea to implement.
It wouldn't effect Ms. Liberty's status as AP's trainer either, since Hero Trainers Don't have a Description Page attached to them, so whether she was still the head of Longbow or not wouldn't be an issue, and would make an interesting Badge reward since you could do the TF again, but could only get 1 of the 2 badges associated with the TF the 1st time you finished it.
Darla Mavis's description (she's in Nerva) mentions that, as Maverick, she was hit by a Longbow Sapper? I may have got that wrong. If I have then it is of no consequence, however if it's 'true' then I wonder what Longbow were doing with sapper rifles... -
I think the problem with the Arbiters is that, unlike their Hero counterparts, they are the administrators and judges of Recluse's territory.
They are supposed to be impartial to the goings on in the Rogue Isles and are not fazed by having to pull apart the big 4 and their factions should the need arise.
Giving them more personality, I think, would take away from the personalities of the contacts (including Recluse and the Patrons and their Lackeys) already in the Rogue Isles. Let's face it, even with the introduction of the newer contacts blueside, redside has far more interesting characters (Doc Buzzsaw, Gregor Thingamybob, Vernon Von Grun, Becky the Tarantula Mistress (yes she's not a contact but she's ACE!) to name but a few) - heck even the Mayhem Brokers have more personality than, say, Christine Lansdale or Linda Summers.
I quite like that the 'trainers' in the Rogue Isles are the grey faces of bureaucracy.
It makes Sands, Daos and Leery stand out all the more for it. Actually, Leery is still pretty bland, he just has an interesting arc. In my humble opinion, of course
