As far as "dumping into Willpower": I don't think so. Willpower is a lot of Regen, with a little bit of RES and DEF. The way INV gets its high-end performance is by capping DEF to most damage (S/L/F/C, with E/N maybe close) and by increasing the recharge of Dull Pain. This produces a very high-HP, very high-DEF target with high RES to the most common damage types and occasional really big heals.
Willpower has decent DEF to F/C/E/N/P, which might be cappable, and decent RES to S/L, with a lot of Regen. Its tier 9 is immune to recharge buffs. Regen has diminishing returns, unilke DEF or RES. Willpower's almost designed to be proof against IO'ing.

For a tank, you can get ~30-37% (depends on build) F/C/E/N Defense, and 25-29% P, with 15-20% S/L defense with just L35 Common IOs, not even getting into set bonuses that add additional defense. That's with 67% S/L resistance and about 9% Resistance to everything else (which is lulz, but it's there nonetheless!). With one enemy in range, that's also 421% Regeneration with 41hp/sec (27% boost to max health - before accolades).
Not saying that it doesn't get real competitive, real fast with Invuln/Willpower once you factor in IO sets, but Willpower is fairly rockin' in the SO/L35 Common range just on it's own merits as well.
(Sidebar: This is just to provide clarification on things - as I said, it gets real competitive real fast once you start throwing sets into the equation, and these are just the Tanker values. Mind you, the build I used is a little crazy [Fighting and Leadership], but it's one I actually use for my Inv/SS tanker as well.)
EDIT: Running the Compare-O-Tron, with the same IO investment (L35 commons)... Dull Pain is up 2/3 of the time without Hasten running (40% HP boost, right?), defenses are 28% across all types but Psionic (11%), S/L is capped, E/N is at 30% (What? It's totally there for the End Drain Res), and all but Psi after that is 15% (pfft, recharge resistance!).
I'm not sure who to award the medal too - the Invuln tanker would take less damage, but after the initial spike the WP tanker would probably just regen through whatever they had taken in the first place and be fine after that. Both figures also only accounted for 1 target in range for all effects, which is where things start to matter more for me...
As that one target is typically an AV or Giant Monster.

Mind Control is a Psychic-based control set. Empathy is a Psychic-based buff/healing set. Thematically, they work for all intents and purposes. I don't see why you feel the need to include something that will, functionally, end up replicating similar, if not the exact same effects, to Empathy when it already exists. Infact, they've done that already - it's called 'Pain Domination'.

You've read the power descriptions, right? How can you seriously tell me that's not psychic in nature? Empathy is a little loose, granted, but you can still have it fit within a Psychic framework (Empathy is, infact, an ability regularly attributed to psychics in the real-world field of Parapsychology, and a sub-set of Telepathy in it and in the comics/fantasy world at large - some of which include a Mind Over Body effect of healing other people through psychic energy) as well, even if the descriptions for it are far more basic.
Or should I continue to pull up citations for you from other places to back up my position in this matter? -

EDIT: Or Kinetics and Energy Blast, for that matter? You're absorbing kinetic energy and projecting... energy. I'm questioning how well thought out this project is. :/
Further EDIT: Decided to compile my concerns with the list as presented.
Sonic Manipulation/Radiation Manipulation/Electric Buff (thematically odd - how exactly do you expect this to work?)
Wind Control/Wind Blast (The presence of electrical powers in Storm Summoning [thunder clap, lightning storm] suggest Electric Control is a better choice)
Molecular Blast (Energy Blast - most logical thematic pair with both Force Fields and Kinetics)
Force Control (Gravity Control would probably cover all of the thematics involved here)
Mental Reinforcement (Empathy doesn't count? Why?)
Slaves (Drama nuke waiting to happen - if you can't think of why, you're not trying)
Improvisation (Traps would like to have a word with you)
Agony Blast (I'll assume you mean Psychic Blast) -
I buff, heal, and control on my Fire/Kin. I built the character because of a concept and for team-support, not for farming. Though I occasionally feel as if I'm in the minority at this point. :/
I think the only team-support power I lack at this point is Increase Density, and it's on my list of ones to grab. Just no room to fit it in right now. :|
EDIT: And it's definately a viable team support setup. I prefer to lean heavily on my Secondary, though, since most of the teams I run with have no problems steamrolling the majority of things. -
I'd be more interested in proper rotation of ads, honestly.

Haha. I'm having more fun with it then that, though. Slightly broken, but that's because I built the character as a bit of a 'heavy' in the onset. Most of the players are new, and I'm trying really hard to make sure that they don't get in over their heads. While fully encouraging and supporting them being creative and letting them have their time to shine.
The druid (CoDzilla! Onooooez!) totally shamed the hell out of me in our first 'big' encounter by using Call Lightning and Flaming Sphere to ruin the collective crap of almost the entire enemy airship, and got an Experience Boost for turning what was supposed to be a tough encounter into a cakewalk with proper planning. The only thing I did of merit was blast the faces off the enemy casters, and ate a lot of damage (but not as much as our danger-prone gnome bard).
To his credit, our wizard has been providing epic lulz for the entire game, though. "You see a horde of dire badgers. It's your turn, what do you do?" "...Attempt to ride one." "Make a grapple check."
He looked so disappointed when he failed, it was precious. It's been a real fun group so far. -
The little hearts by the text really sell the piece well. ;D

5th level 3rd edition is where I'm currently being a combat badass. It's the way the Warlock class is set up - I have a 3d6 ranged touch attack I can fire off every turn, and most of the stuff we're running into just doesn't have the HP totals to really pose any serious threat. Plus the Tiefling resistances and the Damage Reduction makes me a surrogate tank (as well as having one of the higher Con scores in the group).
...I'm the group heavy, and have taken to referring to my Handy Haversack as 'me magic murder bag'. It's where I keep things! And stuff!
...and occasionally a certain gnome Bard that gets in over his head. 'You be payin' dat one no mind, mon. He's with de worker's union, you be knowin' how dat go down.'
EDIT: The one shot has turned outright hilarious, too.
We have a halfling ranger, a gnome barbarian, a gnome shaman, a dwarf fighter, and an Eladrin Wizard.

Exhausted. Had a roller coaster of a day yesterday with low food intake and a 20-hour wake period that threw my body off rather hard. ;/ Still sort of recovering.
Fairly amusing D&D session that night, though, even if we burned through encounters a little too quickly. Mostly because I kept one or two shotting everything we came across. >> I think I'm going to suggest our DM turn it up a notch, to keep everyone relatively interested in the game.
Does give me hope for the 4th edition one-shot, though. We actually managed to (almost by accident) put together a very well synergized and themed group for the most part. If we do that well in it, we'll burn through it in no time.

I think a lot of later stuff also points out that Batman's capes (as well as those of Robin and Batgirl - Nightwing typically eschews the cape) are made of advanced polymers/metal weaves that make them fairly heavy and bullet resistant as well. In addition to the body armor, that's a significant ranged deterrent right there - and allows them to extend that protection (in a limited fashion) to someone they may be rescuing. -
