I absolutely understand (and share) your frustration with this, however this was, unfortunately, unpreventable.
Lineage 2 had their Free to Play launch yesterday and it's initial response has been very positive; so positive that they actually had to spin up a new shard on rather quick notice to support their concurrency. Unfortunately, it meant that this took priority over our forums maintenance, which is understandable.
Right now we're looking at the maintenance happening on Monday, however I'm not putting stake in the sand on that until I get further confirmation later on today. -

Squishies get base resists of 40%.
Base to-hit is 50%.
Heal Decay means your heals do progressively less and less.
Diminishing Returns means that the numbers you see in mids are higher than they actually are in PVP. (They are diminished.) See Arcanaville's guide for more info on DR:

Many attack powers do different damage in PVP. (Big examples: Stalkers Spirit Sharks and Tankers' Fossilize.)
Some defense sets also get something called elusivity. It can be godly on /EAs. Here's the info on that:

Maybe you've come back, year after year, and beaten every other team. So what? You think it impresses teams that practice and PL more than you when you beat them with little effort? You think it matters to hardcore PVPers that you're an RPer and you've beaten all of them? Do you think they care that while you're writing fanfiction they're running internals/practice and you still beat them?
You need to accept that while you may beat every single team put in front of you. It doesn't mean you're the best in PVP. Sometimes being the best means waiting until no-one else is PVPing and then accepting practices. You used to be good man. But you're showing how much you're a relic of a bygone era. PVP isn't about actually PVPing anymore. It's about massaging egos of people who are bad but have been PVPing for years. The skill is in finding ways to become detached from reality. It's about roleplaying OOC that they're good at PVP. This isn't a MMO man. This is an MMORPG. Think about that. -

KM Scrappers are very good in zone, and probably could be viable in an 8v8 lineup based around them. The stigma against melee is probably what is coloring your view on this, and me to some degree. Melee is pretty boring to play as and play against for a lot of people, but KM does a lot of damage. As for other Scrapper primaries, I would completely agree. KM is the only truly good Scrapper set, and that's one reason why it seems so powerful... The rest are just really bad, unless we are talking fightclub.
Also, in terms of KM/Fire, I know that some people who have made them and played them have told me that the tradeoff for the small amount of extra damage you get from FE (And yes, it is fairly small due to DR) is not worth sacrificing a better defense that you would get with Elec or Regen. Either way, KM is KM, you will still get plenty of kills no matter what secondary you go with.
