Yes, they have the energy builder attack. Although I know more than a few people that skip it, especially after level 20.
I still use it because I like the powers than an actually needed basis, especially in higher levels.

Finally, got the end stories to the rest of the characters done. Except one, which will end when everything goes dark.
"As the last one standing out of all the heroes she known that are now dead or retired, she will turn in her Paragon City Hero license, move to Millenium city, with a new look, new life, but with the same intention and motivation of stopping crime. Fed up with fetching books, and traveling to various pay phones, and being an errand girl for the signature heroes, she is looking to strike out on her own to fight crime her way and become even more powerful than ever before.
After she pack her gear that wish to take and leaving the rest in a pile in the corner of the now abandoned super group base, she steps outside and look upon the horizon at the sunset and ponders on the good times she had with her fellow heros. The times she fault side by side with the pious but senile Old Bat, to the uncomfortable feeling she had helping Lu Dontiz drag captured villains to his lab so he can run experiments on. She wonders how long will it take for Fusionette to get captured again and wonder if it's even worth bothering to save her one last time before she leaves. She remember her battles with The Falcon of Chaos, Personified Evil, and Pinky Spider. She remembers Zania Londres dragging her out to crazy dance parties at Pocket D and remembers being taught how to master her powers by Lord O'FLame. She remembers Death Otter going on and on about her robots and how she got them to work. She remembers them all and will miss them all but now that is all behind her. She takes one last look at the Talos Island skyline before flying off towards Millenium City. "
