It's been a few months and I'm left with my questions unanswered, BUT my character has finally reached 50. Time for a 'final' rebuild.

Deep background - Somewhere in Paragon City, there is a hospital and in that hospital is a sad, quiet ward, where sad, quiet children lie, each one in a coma. Once, Lucy Dreamtime spent a period there, but she woke up, eventually, and moved on.
However, while she was there, she created and manifested a 'Dream Warrior' to guard her sleep. She didn't want to create anything Scary, so she came up with Kitty. Kitty's existence might have been ephemeral, but Lucy inadvertently harnessed the sleeping dream-power of All of the children on the ward. Now, Kitty is entirely autonomous - except that she has no real 'past', before she became a hero and she still 'works out the issues' of the dreaming children who lend her power.
Amazingly, since Kitty manifested, More of the children eventually wake up and go home, but Kitty's power and her belief in herself continues to grow.

Kitty speaks simply and quietly, with all of the joy and secret wisdom of a child. She knows a great deal - perhaps as much as all of the sleeping minds in Paragon City, but it does not color her simplicity. She 'knows' evil and fights it every day, but she does not fear it.
So, my basic playstyle is 'Ranged-chaos, they never saw what hit them' when I'm solo. I fly about in my cloud of dreams and the bad people fall down and hurt themselves. On a team, I leverage more debuffs and AoEs, making the enemy blind, stupid, slow, falling down and randomly killing each other, all while being savaged by horrid, invisible forces. Meanwhile, a little girl's voice is whispering in their ears, saying, "Don't be a Bad Person!"

In the interests of getting a lot of varied feedback, I've stripped my current build to the bare minimums, leaving the Store-purchased and ATO sets in place, so you know what's locked down (I do have the 6th T-strikes in the sets if they're needed). The ATO could be placed in other powers, T-Dom just seemed like a smart place. I'm willing to consider changes to my power-picks, but if you do make changes Please Explain Why! - so I can Learn from it.

Also, I've not chosen my APP/PPP - Your feedback about what would be most useful is solicited. If it's Thematic for a Dream Warrior/Guardian, even better - tell me why/how.

I would go with leviathan PPP or Psi APP.. imo. both have "tornado" type powers to cause more chaos.

Okay, I didn't get anything like the feedback I'd hoped for, but I argued it up one side and down the other with myself and finally came up with this build.

I'm hoping there are still experienced Controller players about, who can either confirm that this is a good build, or point me towards something more effective.

OK, I see several things that could substantially improve this build. Most of your power choices are good -- you skipped Telekinesis and Thunderclap, and I agree with those. However, I would drop Assault and Tactics, and add Hasten and something else, possibly Hover if you spend a lot of time fighting from the air. Or you could go with Super Speed for full invisibility.

*/Storm is a very high endurance build, and it is hard to spend the endurance on the fairly small buffs from Assault and Tactics, especially solo. Choosing the Cardiac Alpha can help this a ton.

Your slotting needs some work. You really need to decide whether you want to slot for Recharge or Defense. Recharge is badly needed to get those long-recharing AoE control powers back faster. Or you could go for Ranged Defense, hoping to outlast your foes . . . but it will take longer to kill them. Either one is a viable choice.

The biggest challenge when doing a Recharge build is figuring out how limit your number of sets that provide 6.25% to five. This is where you sometimes need to use purple sets.

The challenge with a Ranged Defense build is your number of slots. Most of the Ranged Defense sets require 6 slots.

Thunderstrike's best use is for a Ranged Defense build, but you need to 6-slot for the best bonus. If you go for Recharge, then choose 5 Decimation in Mez and Lift.

Dominate is needed both for Damage and Hold, because that hold sets Containment. If going for Recharge, the 4 Baz Gaze and cap the last two slots with some Acc and as much damage as you can get. I like an Acc/Dam Hami-O and a common Damage IO.

Confuse: This power has no aggro, so you can stack it without drawing aggro. However, putting a damage IO in it can mess up that "no aggro" aspect. If possible, it would be best to slot this with 5 purple Coercive Persuasion for Recharge, or put a 6th one in there for Ranged Defense. The proc from that set is WONDERFUL in this power, giving you an occasional mini-Mass Confusion.

Mass Confusion: If possible, slot this with 5 Fortunata Hypnosis purple set for Recharge. You can use Call of the Sandman, but that uses one of your valuable 6.25% slots. There aren't many good options for Ranged Defense. If you can't afford the purple Fortunata set, you might want to Frankenslot three Acc/Sleep/Rech. Solo, I use this power a lot. It is great to set Containment for Terrify. It is another power that does not draw aggro, so you can take advantage of that.

Steamy Mist: 4 Luck of the Gambler is OK, but I would probably go with the Defense in there. This is also a good place for a -knockback IO. You could go with two Steadfast -- the -Knockback and the +3 Defense here.

Freezing Rain is the single best power in Storm, but slotting it for Slow is mostly a waste. You want it up as much as possible, and it is a great place for procs. I like to slot 2 Recharge, the Achilles Heal proc, Posi Blast proc, Lady Grey proc and, if you have enough slots, the Impeded Swiftness proc.

Total Dom: 5 Will of the Controller is good, but there are lots of places to slot that set. You'll want the 6th one in there if going for Ranged Defense. You could also use 4 Baz Gaze for Recharge, or 6 Lockdown for Ranged Defense.

Hurricane: I go with 4 Dark Watcher. If you are going with three slots, use Enzyme Hami-Os.

Snow Storm: if you don't use it much, you can probably drop that to one EndRdx slot, especially if you buff the enhancement.

Terrify: Posi-Blast set unless you have the purple set.

Mass Confusion: Again, do not use the damage proc since this power does not draw aggro.

Tornado: Another place for a 6.25% Recharge . . . there are just too many! If you want ranged Defense, go with 6 Expediant or 6 Blood Mandate.

Lightning Storm: The Devastation Chance for Hold is pretty nice in this power. Another place for a Decimation set if you aren't already past the 6.25% limit. For Ranged defense, you can use a Thunderstrike set.

In terms of APP/PPP choices . . . If you want to maximize control, go with Primal. If you want a pet, go with a PPP -- Waterspout and a Corelax pet is pretty nice, or the Defense shield and pet from Mace is pretty good. For Mez protection, you can go with Psi APP, but I prefer a different damage type. Also, remember that Mind/Storm has no self-heal, so Hibernate is a really nice addition. For this reason, I would go with Leviathan with Waterspout, Hibernate and the pet.

Hmm. It's clear to me that I can't follow every piece of advice and suggestion you've posted here. I don't mind that, it's par for the course.

Rather than Defense or Recharge, I really wanted this character to have the Control-power to ignore sub-AV/Incarnate threats. I can see that Primal will give me 15 seconds of Awesome Cosmic Power... about once a minute, depending on recharge. However, I'd honestly rather not depend on that, but have Pretty Good Power all the time.

I genuinely like Leadership, especially for Squishies. Assault gives me an extra 15% Damage and Tactics feeds 12% To Hit - so I don't miss much, and they both protect from some of the odd-ball mez/debuff effects that are prevalent in the endgame. Do I Need them? No.

I could replace them with Medicine... Get Primal and Hasten... and possibly Profit.

And yet, I really like what the Fire APP offers - a Recovery Power, Click-return from defeat, a decent Resistance toggle, and a good AoE attack.

I see Ice and Stone, as well - they could be useful and their armors are Defense which would stack with Steamy Mist to give half-cap Defense. Frankly, my biggest problems with them are that they're Ugly.

Silly, I know.

Let's see... Good point about the damage procs in the Confuses. I've swapped those out. Not sure if I can get the Purples before the game collapses, but I'll look into them.

I'm not sure what you mean about 'the Defense' in Steamy Mist. 4 LotG gives great Defense and EndRed, doesn't it? Do you mean you'd expect to see the Steadfast in there?

Freezing Rain is frankenslotted for Recharge, the '+slow' is simply frosting.

Will of the Controller seems perfectly suited for T-Dom. Proc gives some damage, Recharge and Hold are maximized.

Posi-Blast does not have enough Accuracy to make Terrify effective, nor does the Purple set (unless I had Several purple sets) which is why I've got it slotted like I do.

If I were to go PPP, I'd say Mu or Soul would be more attractive to me, though I certainly see the point with Leviathan.

It's too bad we won't be seeing Sorcery - that might have been very interesting.

I was trying to give you alternatives because you did not specify to goal of your build, so that kept me from making the suggestions more specific. Personally, I build my Mind/Storm for Recharge, relying upon some Defense and the ToHitDebuff in Hurricane to provide protection. Building for Recharge allows you to be a better Controller overall since your long-recharge powers are up more often. However, truthfully, I never finished my planned IO build.

By building for Recharge, you are likely to be able to control anything lower than a Boss on one shot, and you will be able to control bosses much of the time even in one shot. And you will have a power up for the next group. So, for your stated goals, I would go for Recharge and then throw in as much Defense as you can. Without purple sets, you will run into the limit of 5 sets with 6.25% Recharge pretty quickly.

With most IO builds, you should get lots of Accuracy bonuses. Generally, Tactics is not needed because most powers will be well over the accuracy cap already. If you are going to keep Leadership, I would go with Maneuvers over Tactics. Maneuvers also gives you another place for a Luck of the Gambler Recharge.

I see Ice and Stone, as well - they could be useful and their armors are Defense which would stack with Steamy Mist to give half-cap Defense. Frankly, my biggest problems with them are that they're Ugly.

Not silly, as I find the Stone armor quite ugly. I don't mind Ice. But if you want a Defense-based armor that looks better, consider Mace PPP. It is actually the best armor for Controllers because it provides S/L/E Defense, and it doesn't cover up your costume. You get a couple of nice attacks and a pet -- which really helps a Mind Control character. The one thing you miss out on is a self-heal and self-recovery power. Hibernate in both Ice APP and Leviathin PPP gives you a kind of self-heal and self-recovery all in one.

I like Fire APP on some characters -- I have it on several including my overall favorite Ill/Rad controller. I've never been impressed with Consume though. And you don't get a self-heal, which I consider to be more important.

I should have been more clear. I would replace the End/Rech with a LotG Defense. Then I'd put a Steadfast +3 somewhere in the build (and Steamy Mist is a good choice).

I have found that Freezing Rain is best slotted for Recharge and procs. 2 Recharge with some buffing works fine, and then the Achilles Heel Resistance Debuff proc allows you and everyone else to do a lot more damage. Then the Posi Blast, Lady Grey and, if you have room, Impeded Swiftness. All together, it really adds up to a LOT of damage. You already have Snow Storm so more slow really isn't needed.

With enough Global Accuracy, you shouldn't have to worry about more accuracy. Remember anything over 95% is wasted unless it is a higher level foe or there is some ToHitDebuff. Terrify is your only AoE damage until APP/PPP powers.

For a Mind/Storm who goes for some defense, I would say that Mace is probably my first choice due to the Defensive shield and the pet. I went with Ice only because I did not want to take my character Red side to earn the PPP sets, and I won't have time to get back to that character before the end of the world as we know it.

I concur with all of that, except in regards to Terrify - which starts out with nerfed accuracy, and my slotting tries to compensate.

On my Fiery Aura melee toons, Consume is what keeps me going when the blue-bar gets drained. I recognize Hibernate's potency, but worry that it has no effect on Aggro (Does it??) which would certainly give me a moment of respite from combat, but then see me overwhelmed as soon as it dropped, right? I have a preference for powers that don't slow Me down and, except for the in-battle utility, isn't Rest as effective?

I admit, I have no experience with Hibernate, my **/Ice Tankers never got enough levels for that power.

One thing that I did do, is accept the loss of Leadership and replace it with Medicine. Sometimes you run out of green pez.

Actually, Terrify has only a 10% accuracy penalty. Global accuracy should be enough to overcome that. See the entry at City of Data at http://tomax.cohtitan.com/data/power...ontrol.Terrify

Furthermore, if you use Mass Hypnosis before Terrify, then any foes missed by Terrify will stil be sleeping. You can take them out one by one.

Yes, Mids shows 67.5% base, instead of 75%, which requires a 90% boost to remain on par (total accuracy) with my usual 60% boost applied to standard powers. Positron's Blast offers only a 40% boost to accuracy from the set IOs - sure, there's Global accuracy, but the set itself under-performs.

Purple sets also under-perform on accuracy and usually offer completely Useless levels of damage enhancement. Ragnarok, for instance, gives not-quite 60% Accuracy, which is acceptable, but then pumps out 145+% Damage, which gets slaughtered by ED, so why even Bother? Meanwhile, it has nice values for Recharge and just barely makes it for Endurance. That pure Damage IO should have been made an Acc/Dam/End triple. It would allow more flexibility in using the set with fewer than 6-slots, while making the full 6-slots awesome-but-not-silly.

All of the Purples seem to have this problem with being unbalanced for Damage. The only purpose for their existence is the Set Bonuses. Most of the rarer IO sets seem to have no purpose but encouraging the min-maxers to make bad builds, in pursuit of set bonuses... But that's just an opinion.

I really wish there were a greater variety in IO sets.

Local Man, thank you for your advice, it's generally superb, and I would be interested in seeing a build demonstrating how You would build a Mind/Storm/xxx, so I could compare and contrast. I've still got the L27 build you posted before - it was a great reference. On the other hand... the world is ending and I'm not sure how long I'll have to enjoy this character and my other favorites from the 180+ in my stable.

Well, this is the build that I had planned. I haven't come close to actually making it, as I am now up to 43 level 50 characters and most of them do not have "final" IO builds. Still, this build would have Perma levels of Hasten, Mass Confusion, Terrify and Mass Hypnosis, almost perma pet. The Defense is in the 30's for S/L/E, easily buffed by a single Luck. This, of course, is my "money is no object" build.

I have a LOT of experience with Hibernate, and slotting it for anything other than Recharge is mostly wasted. Yes, you may recover your health and/or endurance a little faster, but those slots can be better used somewhere else. Ice Storm should be slotted for Damage over procs.

You have two slots in Combat Jumping, with one of them being the Karma -Knockback. Why not move a slot to Steamy Mist, slot the Steadfast -Knockback with the +3 Defense and get a 1.5% Recovery bonus for free?

If you look at the percentages and the effect of the Dark Watcher proc, it really isn't worth slotting in Hurricane.

I went ahead and built that Fire APP version, though I didn't get it all slotted, and then ran on a Katie Hannon TF with it. Really wasn't any trouble at all! I do have a sense that Incarnate content might prove a wee bit tougher. One thing I noticed was I almost never spent enough time in contact with the mobs to have used Consume, nor did I need it, despite all of the electric-zappage flying around. Later, on a PI Bank Safeguard, the combination of Malta and Carnies DID give me a headache. Still, I think the Ice might work better than Fire for that.
