Water/Energy softcap for ranged?

Is there a way to do this without purples? Has anyone made a build they could share? I got a new 50 out of the double xp weekend I would like to beef up so I can enjoy incarnate content.

This is a range softcapped build with no purples or pvp IOs used. The only real set mule is Kick. I went with a hovering type build that can still deal out melee attacks when needed. I skipped Steam Spray. Hopefully you can get some ideas from here.

I left Dehydrate unslotted but with 5 slots (suit to taste) and left 3 slots in CP (again keeping I24 in mind suit to taste).

Steam Spray is a must have in Water Blast - it does fantastic damage, in fact, I think it's one of the best blast cones out there. It does nearly the damage of Rain of Fire within no time.

I like how this looks - I think I will end up 6 slotting Conserve Power though for the issue 24 sustain abilities. Conserve Power (renamed Energize) will be perma with 3 recharge and you can slot it for heal.

The Kismet could be replaced with a LOTG Rech, since there is no snipe to think about, and all the Thunderstrikes and Posi sets will buff acc nicely.

Would it be easier to grab Scorpion Shield and drop slotting Tough and taking Charged Armor? I tried messing with it a little but without going with the full Mako sets + Tough I end up somewhere around 35%.

EDIT: oh, scorpion shield doesn't grant ranged unless you are pvp :P
EDIT 2: I suppose dropping Dehydrate would be the way to go, considering how Energize will help out in the healing department. I could steal slots from Health and Stamina and just slot those with vanilla IOs.

You can do this, if you want to, but Energize is only worth ~30 hp/sec at best, so Dehydrate's heal for 133 (unslotted, without Tidal Power; potentially way more with those) every few seconds is still a decent improvement. Personally, I'd rather skip Hydro Blast, which deals less damage and has worse DPA anyway.

Tough + Charged Armor, slotted properly, can get you 45-50% S/L and ~30% energy resistance, which makes a pretty big difference, especially since you have minimal defense against anything that happens to get into melee range.

I definitely agree about not skipping Steam Spray. It is an excellent power.

Energize grants a heal when you hit it, then grants regen on top of it... at least, according to Hawk.

...but yeah, no one should skip Steam Spray - it's one of the best attacks in all of Water Blast.

What would you do with the build to fit in Steam Spray?

Yeah. Base values, at 50, it heals 120.48 up front, and gives +112.5% regen enhanceable, and +112.5% regen unenhanceable. If you're HP-capped, slot Energize to the ED cap for healing, and always use Power Boost before using Energize (which boosts the up-front heal, but not the regeneration, based on my testing), it restores 120.48*(1+.95+.7867)= 329.7 up front, which is 5.5 hp/sec if you use it once per minute, and provides 112.5*1.95+112.5= 331.9% regeneration, which is 22.2 hp/sec, for a total of 27.7 hp/sec. A little more than that, if you use it more than every 60 seconds. So ~30 hp/sec.

Personally, I'd skip either Hydro Blast or Aqua Bolt. But personally, I didn't build for range softcap at all, I built for 32.5% S/L/R defense and a resist shield. I can post my build, if you care to see it; I've been very pleased with it, but it uses two purple sets and a full set of Superior ATOs.

Edit: Are you looking for an i23 build, or a build that won't require a respec for i24?

More like an i24 build. Currently I sit at 37%~ ranged def with 20 something s/l resist. The market has been a nightmare since double xp weekend but I can be patient.

Removed Hydroblast and slotted up Dehydrate with TStrikes as an attack. Spec'd into Steam Spray. Again no purples or pvp IO sets where used.

Cool. Maybe I will stay where I am at - I have Conserve Power 6 slotted for i24 and I have one acc only in Dehydrate. Thanks for all your help!
