Buffing your HP will have no impact whatsoever on healing power.
It will affect regeneration indirectly. At base level regeneration restores 5% of your Max HP every 12 seconds. Adding regeneration bonuses decreases the time between pulses (in the same manner as recharge decreases recharge times). Increasing your max HP doesn't change the time between pulses but since the pulse is 5% of your Max HP having a higher max HP does mean more HP per pulse and consequently a higher HP/Sec regeneration.
Your max HP does not affect direct healing powers like Siphon Life. It does affect regeneration, though, since regeneration happens as a percentage of your health bar.

Siphon Life works off your base max HP. You can enhance it, but adding more max HP has no effect.
Adding more max HP will increase your effective regen rate, but it will not affect your regen percentage. If you regen 2.6% per second, you will stay at 2.6% per second, but when you increase your max HP that 2.6% equals a larger number of actual HP you get per tick.

Siphon Life's heal portion works off of an AT modifier called Melee_HealSelf. This AT modifier scales by level.
Melee_HealSelf also just so happens to be 1/10th of a character's max hp without any +maxhp powers, which means that if you use the link above it's a lot easier to determine your base max hp than with the formula on this page for anything that's not a Corruptor or EAT - just shift the decimal one place.
