Game will not launch
You might want to try downloading and running the AMD Mobility Radeon Driver Verification Tool from the AMD site.
If it says that the current Mobility Drivers are compatible with your system then you can fill in the information in the dropdown box on the front page of the AMD site and download the drivers it shows in the results or grab the drivers from here (I filled in the fields with the info from your CoH Helper report and this was the result).
If it says that they aren't compatible you may be able to use these drivers instead. Just follow the directions on the page exactly. I think those are a modded version of the 12.11 drivers, but they should work for the game.

Well the verification tool says that my system doesn't have a proper hardware adapter installed . . . . I need a drink lol. trying the other steps.

Well still no joy. I get everything set up and working but everytime I get the ATI installation done, it ALWAYS fails installing the driver . . .
Going to use the laptop as a wheel chalk soon . . .

Drive Sweeper ran in safe mode before installation of new drivers. It was done before - just re-did all the steps again - still have the same driver installation error. The installer installs everything else EXCEPT the driver. It lists the driver for installation, but when it's finished doing the install, the box has a yellow sign in it and says "warnings occurred during installation." When the installation log is pulled up - it says driver installation failed.
This is the only hang up i've been getting now for the last 1 1/2 days. Windows is simply blocking the driver from being installed or somethng like that. I've tried multiple versions of the driver, I've even tried to get the latest driver from gateway to install, but the system never changes the driver.
I'm at a loss . . .

My OLDER YET laptop will run CoX just slow and laggy and not very fun It's only got Intel Core processor, 2 gig's of ram, windows xp pro, and an intel 915 graphics <sigh>

Well after many hours of messing around with different driver releases, I FINALLY got one to work. ATI's 10.2 legacy x64 driver's did the trick. Windows 7 64 bit is happy, City of Heroes Launcher is happy, Game runs great, and I'm happy!
Incase you want to know the length of work it took to make this work:
I needed to download 3 things - Mobility Modder v 2.9.0, Driver Sweeper, and the Driver Signature Enforcment Overrider. . . . plus the 10.2 legacy drivers.
First I had to wipe the driver out of the system that windows had loaded - Driver Sweeper
This particular step proved to be most frustrating, as the OS kept re-loading the driver it thought was best on every boot. It was VERY persistant!
Had to go into gpedit.msc and disable the system driver load protocol, then sweep the driver, reboot (with F8) into safe mode, Sweep again, re-boot (F8 again to disable driver signature enforcement), Unpack 10.2, use the Mobility Modder to fix the drivers, and install said drivers.
Once the drivers were installed and checked to be functioning properly, DSEO was used to sign the modded drivers.
After about a week of dinking with it - It's finally working.

Late to the game, but yeah the video drivers were the only possible issue I saw considering I just sold an OLDER laptop that ran the game on low to moderate settings.

I can't start the game because it says my video driver does not support openGL.
NOW - I KNOW the first thing that everyone will say is update my driver for my video card . . .
I've tried to update it everyway from Sunday.
I've even gone so far as to get Mobility Modder from hardwarehaven.com - loaded newer ATI drivers up, modded the driver to run on the laptop, used the Digital Signature Enforcement Overrider to make the modded drivers certified, and STILL am unable to get a newer driver to download into Windows 7. It fails everytime I try to update the driver using ATI's installation program. <BANGS HEAD ON DESK>
I'm at my wits-end and I need a hero to help me so I can get back to being a heroine!
