As many have, I have rolled a new storm defender with the goal of implementing the Overwhelming Force proc in tornado. Upon witnessing the carnage of the 'tamed' tornado, I quickly formulated a plan to go for a max recharge, heavy AoE build.

This is his current build at level 34 with a projection of power picks through 49.

This is a concept for recharge. I realize it doesn't have good defense numbers. This leans to having the tornado occupy the spawns. High recharge on water burst is featured and the AoEs as a support teammate over a GM/pylon solo guy.

I'm on myy phone so I can't load it in mids o go too far indepth but when going fo max rech I like tto6 slot maneuvers, 5 Red Fortunes and the LotG. The st ranged attacks take Decimations (I think 5 slots). I could be wrong but doesn't Defenders Bastion have a nice rech bonus?
As a side note, I know this is an AoE heav build but I find Dehydrate to be an awesome all aound power. Good dmg plus it tops your health bar off.

I went a slightly different way than you on my storm/water. I am shooting for as much def as I can. I haven't put a build together, which is typical for me, but im loving it so far.

Interesting choices on some stuff.

A recharge build with dark mastery but no soul drain?
I would suggest you consider getting that power instead of your self rez. You have 3 sources of stun going on, so you will be able to jump into melee to fire it off and tornado will keep groups flopping around while you move in to use your next soul drain.

With high recharge will you have enough endo for Storm/ ? You have no end redux in hurricane and LS is a huge drain too. Looking at 40end in just those two powers. You will definitely be chompin some blues to keep up and running.
I know you took Dark Consumption, but it's rech is sucky.

and i hate snow storm... but that's just me.

Hmmm, not reading this right, I have almost 61% endurance reduction in hurricane.

I think you are meaning tornado, and am having second thoughts on its slotting: 2 Rech IOs, 2 Call to Arms (Dmg/end and Dmg/end/recharge). This cuts the end cost some.

Lightning storm will be at peak performance when 5 slotted with Thunderstrikes, soonTM.

One of my preferred slottings for Tornado (then tweaked for the Overwhelming Force proc) would be: Touch of Lady Grey Rech/Endred, Undermined Defenses Rech/Endred, Force Feedback Rech/Endred, Overwhelming Force proc, Soulbound Allegiance Dam, Soulbound Allegiance Dam/Rech -> prior to the Overwhelming Force proc I'd have used a 3rd Soulbound Allegiance -> the Dam/Endred. Obviously could use either the Dam/Rech or the Dam/Endred depending on if you wanted to max out Rech or Endred in the power while using the proc.

Don't have Mid's available from here, but it looks like Tornado isn't well slotted for damage, which seems counter to the intent of the build. Wouldn't you at least want it at the ED cap for damage?

I would. On a defender it's something on the order of 500 to 600 more damage (enhanced vs unenhanced) over the course of the Tornado. Now stack a second Tornado and consider it's an AoE (small but still on AoE which no longer scatters those foes all over and out of its AoE).

Quite right, somehow my last edit for tornado didn't make the save intended. It should feature: the KB 2 KD proc and max recharge with max damage, however you get there I was thinking maybe some Call to Arms for the recovery boost.

I'm not sure why, but I always get lysdexic about hurricane and tornado.

This is my lastest projected build. I am at level 42 and somewhat regretting leveling so fast! I love this powerset match up!

I dropped five-slotted oppressive gloom to spread more slots around for key powers. I kept the recharge up by projecting another LotG 7.5% recharge bonus. The current build I am running doesn't flat out stun entire spawns, but the manipulation of freezing rain, 2 tornadoes, and 2 lightning storms with the water blast knock downs keep spawns off their feet.

I would also like to submit that although steam spray doesn't have the flashy animations of other water blast attacks, it is a heck of a nice big wide cone of good damage. Don't skip this power!
