Dark/Time newb -- slotting WotC while lvling?

I've recently returned to the game -- left before IOs, so I've had a lot to learn. I've never had much patience with controllers, but while opening super packs for the Elemental Order costume set I managed to accumulate 3 WotC ATOs, so I thought I'd jump in with two sets that were new to me.

I ran DFB 3 times and I'm a nugget away from 16 and Distortion Field, which Mids tells me will also take WotC, so I'll have lots of choices for where to put the set. I'm perfectly willing to respec later and move the set to a different power, but I'd like to use it now for all the bonuses.

I'm on a smaller server and due to work schedule tend to play in non-primetime hours, so I need to be able to solo at least part of the time -- so I plan on slotting some damage in control powers that do damage.

So anyway, would Distortion Field be the best spot for the ATO, or where else would you suggest?

My Dark/Dark's main damage output (pre-pets) comes from the procs I slotted into the AoE immobilize and Fearsome Stare...with multiple targets, the chance for damage will be higher.

Though, the way procs are being changed in the future might impact this, but as for the Will of the Controller ATO set: it can be slotted in any controller power that does any kind of mez (so basically, anything in your primary), and I have the WotC psionic proc in my single-target hold, along with the two other Hold damage procs. It's become a single-target blast of sorts, because I have the recharge high enough where I don't need to slot for hold duration and at least one of the three psionic damage procs hits often enough to do reliable damage.
