I don't know if you want certain things for thematic reasons or not, but I'd really consider dropping something in the energy pool for follow up. The fact that the dpa in followup is very large it would help put out much more damage than something like laser eye beams.
Also Tactics and Focused Acc is overkill. If you must have one of them go with tactics, and you could always pick up combat jumping to drop a Luck of the gambler +7.5% recharge and to make up for the lost accuracy you can slot a kismet +6% to hit into combat jumping as well. With regen you are going to want to get as much smashing lethal defenses as you can up to the 45% softcap or for incarnates 59%(?).Assualt is a goofy power as well for brutes since they don't quite get the same milage out of damage buffs as other ats. It's kind of both the boon and curse of fury. A scrapper will get more out of 10% damage buff than a brute will from the same buff. With regen you will want as much recharge as you can get without hurting damage since MoG practically is god mode for the short duration. Also some people like to have dull pain on perma as the more hitpoints you have the more you will benefit from regeneration. If at all possible I'd also change your pool to the soul pool as that has darkest night, which it isn't the to hit debuff you really want from it, it is the -foe damage as this will cut down on the damage you take from hard targets like AVs,GMs, etc.

It just feels like you went "ooooo purples" and slotted those for wily nilly reasons. Not that they don't have their places, it's just you might get better milage out of set bonuses that benefit you better.

Nope nothing is set in stone except regen because Its a personal favorite of mine I have a 50 scrapper I am going to post also this is just going to be a secondary caracter I want to build
