Wanting to see how the damage compares between ticks of Reactive and ticks of Cognitive, I spent a few minutes standing next to mobs in Dark Astoria with my damage aura active, first seeing how much Reactive did, then waiting a bit until I could swap it out for the second tier Cognitive.
My Reactive was tier 4, so 75% chance for damage compared to the 25%, but I went through three, maybe four dozen enemies, killed slowly by the damage from my aura and whatever came out of the Interface. I saw Cognitive trigger twice, and only then with one tick of damage.
Is there some sort of interface-swapping thing in effect that does not make the proc fire after swapping it out, am I the victim of really horrendous luck, or is there a bug with one of the Cognitive procs (like having the damage proc using the rate of the confuse chance)?

I don't have the damage proc in the tier 3 version I have, but the confuse proc doesn't seem to be hitting as often as it should. I'll test some more today and check the logs more carefully to see if I can figure out the exact percentage.
