Elec/Shield Build Help

Right now my elec/shield scrapper has just hit 50 and has been running on SO's so far, however now he's 50 I'd love to io him up, but im finding it hard to make a good build. Im not too experienced at making builds and so any help would be much appreciated, I think I should be aiming for softcapped defenses and enough rech to make sure SC/LR are up as soon as possible ( perma haste being what ive been aiming for) however i cant seem to have one without the other. Also I seem to have a massive issue with end and so anything to help there is great too!
The build i've come up with will leave me with something like 10 seconds without hasten up however i'm softcapped to all positions, i dont really want the build costing too much more than 1 bil but im not too sure about prices of everything.
Also, i took blaze mastery simply for more aoe though now i realise that maybe body would be better for physical perfection/conserve power? But then I'd lose the bonuses from the sets in fireball and fire blast? What should I do? Any help is greatly appreciated and thank you in advance!

Personally, I think that running all the Shield toggles, plus Maneuvers to reach the softcap, without even 3 slots in Stamina is going to leave you gasping for virtual breath between fights. (Yes, you could always shore up your endurance woes with the cardiac alpha slot, but I prefer to use MY incarnate slots as "icing on the cake" as opposed to a "Band-Aid solution.") Then again, I also try my darnedest to not be tied to using inspirations for anything, either -- and I try to build my scrappers for sustained, long-term, go-solo-a-pylon-or-AV type fighting.

Here's my Elec/Shield/Body (who runs Musculature for moar damage!) -- if I'm not getting debuffed I just leave Focused Accuracy off and never have to worry about endurance issues between spawns.

Had a good look at your build and made this here, same global rech as yours if I swap out the oblit in LR for the ATO plus I managed to fit in spring attack. Im sure i wont miss fireball, its not like elecs lacking aoe after all! Also means I can now use spiritual alpha for some more rech

Very nice indeed -- I like the overall numbers, and suspect you'll be pretty happy with the (comparatively) unlimited endurance of that build! (As mentioned, if I'm not running Focused Accuracy, I can pretty much plow through spawns without slowing down.)

I like a few of your ideas, like the Force Feedback: Chance for Recharge, and your Shield Wall made me notice that I built my scrapper back in the days when Gladiator's Armor: +Defense cost 2 billion INF (and up) -- I might want to try to fit that into my build the next time I respec.

I'm not sure that the Shield Wall: +3 resist is the best way to go, necessarily, but overall I think that the new build looks good!

I just figured what's the bad point of some more resistance, However its likely to be the last thing I add in if i want it, though thanks very much for your help - I shall think of you whenever I'm not gasping for blue!
