Cold/Sonic - first attempt
Overall I like the build especially how you have both Ranged and AoE softcapped. Only thing I noted is a relatively minor issue. Without first using either some sort of defense debuff (Sleet, Infrigidate), which could be heavily resisted by the sort of target you wish to Benumb, or having to use Amplify prior to Benumb ... Benumb's accuracy is a bit low. I'd be personally tempted to move the 6th slot out of Shriek and over to Benumb for 1 Acc and or trying to find room for a Kismet somewhere to make Benumb more independently accurate. Maybe instead of Infrigidate grab Tactics single slotted with Endred (and swap around with when you grab Assault) ... combined with an Acc in Benumb that would bump it over 95% vs +4's as well as help with all your attacks aimed at anything not currently debuffed.

Thanks I made the suggested changes and Benumb should now hit reliably. 47 views and no further feedback makes me think that perhaps it's time to discuss incarnate abilities.
Alpha: Already Agility Core, which helps all of my build goals.
Judgment: Cryonic Radial seems like a good choice thematically and mechanically, giving me another cone control power to use if the team is in trouble.
Interface: I was thinking Paralytic Radial, to further reduce the incoming damage to myself and the team. I'm not really worried about my own DPS with this character, it's all about giving my team the best possible chance to succeed. The debuffs should make my damage acceptable for soloing anyway.
Lore: Storm Elementals, Rularuu, or Phantoms. I haven't decided. Any notable differences between those?
Destiny: Clarion Radial. It has 30 seconds of downtime but the power boost effect will be useful in making Benumb more powerful.
Hybrid: Debating between Assault Radial and Melee Core.

One thing I'd consider for any /Sonic now, old or new, is putting the Overwhelming Force kb2kd proc in Shockwave, which will give you a legit 2nd aoe with the added bonus of providing some pretty sweet mitigation with aoe kd every 4ish seconds. I'd take it over Siren's Song and use Ragnarok for the same bonuses.
This is a "season to taste" point, but I'd put a stealth io into sprint and put the Kismet unique in Hover. This would enable you to move faster while pve invisible.
Yet another "season to taste", the Winter's Gift slow resist is a wonder for Cold. AF has 60% resist to slow and -rch, so the io would give a total of 80. Personally I always find a spot for this for any Cold of mine. Maybe steal the Heal out of Health.
Global = Hedgefund (or some derivation thereof)
A new build is incoming to this thread, as I'm working on incorporating some of your suggestions and some of my experiences playing so far. I may end up making some pretty drastic changes to the build goals as it has occurred to me that Oppressive Gloom + Screech is desirable. Ranged defense would be less useful in that scenario, so a different sort of defense may be my new target. AoE damage using just Howl is pretty pitiful, so I have some theories I'm working on. I'm not sure how much Shockwave would help, especially since it doesn't carry the -Res debuff.

This is what I came up with. It loses a bit of recharge but it does retain the R/AoE softcap (well, AoE is just a tiny bit off). I figure I'll stun anything that gets close so I should be pretty safe. It also gets Dreadful Wail for some AoE burst damage and Soul Drain for additional accuracy and damage. I even found a way to sneak a damage proc into Sleet. Thoughts on this compared to the other build?

Both are very solid builds. Probably comes down to preference and playstyle rather than one being 'better' than the other. First one has a pet to help eat attacks and deal damage plus Hibernate (mitigation), the second has the nuke which can get buffed by SD with OG to help mitigate (and Dark Embrace's negative and toxic resists which probably edges the cold resists in Shark Skin).
Might try in Soul Drain 2 Dam/Rech plus 1 Acc/Rech for a tiny bit more damage (and due to the high inherent acc of SD should still hit reliable even vs +4's)
and in Arctic Fog LotG +7.5% Rech, Def/Endred and Aegis Resist, Resist/Endred... same 4 slots but bit more +def and endred (assuming boosted to +5 as well).
As for Incarnate ideas ... less familiar than I'd like owing to a lack of play time lately with the more recent Incarnate abilities.
Agility Core Paragon - yep
Judgement - Cryonic for the -slow, -recharge/hold % or perhaps Void Radial to complement Paralytics Dam Debuff.
Interface - several choices get my attention here. Reactive as always for more -resist, but then there's Paralytic and Spectral that also intrigue me. Very much a YMMV choice.
Destiny - I like Ageless Radial as it gives one hefty DDR (though it does scale downward over time) and will help keep your defenses up, making cascade failure less of an issue.
Hybrid to me seems to come down to either Melee or Support. Slightly favor Support as you need about 8-9 foes in range to get the same defense buff out of Melee (though you seem to favor the +resist Melee), Support Core pretty much puts your soft caps to just shy of the i-caps. Melee does get the status protection as well which helps fill the gap in Clarion
Really miss the gaming time as the Incarnate on paper is, I get the feeling, much more a playstyle and personal choice thing once live in game. For example, if when you are running i-content you see a lot of Clarion buffs vs Ageless vs Rebirth etc that could definitely play into which choices you go with (or in my case which I sought out first).

This is my first shot at a build. The highlights include perma Hasten, near perma Benumb, 5s downtime on Heat Loss, near perma pet, and R/AoE softcap. Oh, and there are probably better ways to get the recharge than the Hecatomb in Boxing but I already have an SBE Hecatomb set that doesn't fit on my Scrapper anymore. So that isn't actually making the build any more expensive for me. Other than that, does anything seem out of place? Any advice on ways to make it better?
