I have sleet on a few of my doms and its crazy good. I usually find I am too slot stressed for the AH proc though..the power is THAT good as it is, you can just put in one 50 rech IO, and it will be awesome, especially if you already have the huge global rech a lot of doms go for.
I usually do that, or slap in 2-3 Lady greys, for the hp bonus, and to lower the rech/end of Sleet itself.
Remember reading damage procs are crappy in rain powers. I think. Maybe someone else will have the reasons.
Usually slot Sleet with Achilles, Undermined Defense Rech/End & Lady Grey Rech/End. Can use Boosters on them if you want a little better numbers.
