I believe Arbiter Hawk commented that they were thinking about doing that, but I got the impression that it was more of a "that might be cool" than a "we're going to do something special for Dominators".
Also given the number of complaints regarding the current implementation of FastSnipe I wouldn't be surprised to see significant changes to it by the time I24 enters Beta.
There had been an idea proposed that for Doms the new snipe mechanics would work under Domination instead of being to-hit based like for other ATs.
That sounded super cool.
