I may need some advice on a possible build.

So... I'm a big fan of scrappers, generally for the high damage off the bat and decent survivability, and I'm looking to translate that into PvP.

While I know Regen Is considered the best secondary, due to it being ludicrously good at the one mechanic it uses, but I've found myself drawn to other sets.

Namely, I've been looking at Willpower and Shield Defence as secondaries, with Invulnerability coming up close due to high health, resistance and defence possibilities (though, the Psionic hole is something to look into)

As for primaries, I'm trying to steer away from the Weapon sets, focussing on either Kinetic Melee, Martial Arts or Street Justice.

There are two questions I really have to ask before I settle on a build:

1) Which of these would work best as a combo?

2) How does one get such high accuracy at a consistent pace?

I ask the last question because I can't find a way to overcome the defences of my opponents most days, and while I have plenty of Accuracy set bonuses, my ToHit seems to suffer with no method of repair, usually sitting around the 20% mark.

Any help would be greatly appreciated. As further reference, I've tried the following builds:

Martial Arts/Willpower
Martial Arts/Shield Defence
Street Justice/Shield Defence

Currently working on more as we speak, but I'd like to have some guidance before I dedicate myself to anything.

This is mostly subjective but ive tried:

DB/WP
KAT/WP
DM/Wp
Fire/SD
BS/SD
Fire/SR
KAT/DA
DM/INV
TW/WP
KM/SR

and the one I cannot surpass is DM/INV, great single target and with Blaze Mastery epic he has some AOE. With the combination of softcapped defense (bar psi), S/L near softcap resist, max HP, siphon life and dark comsumption with all darks to hit debuffs too Ive never been able to stay from him too long.
He has solo'd DA on +4/x8 with bosses on and can destroy AVs with ease but my one caviate is he is a very expensive build.

Mm, well, I've got a KM/FA, and he's probably my most powerful PvE character, capable of doing decent damage to AVs and having survivability to boot.

unfortunately, in PvP, he doesn't cut the mustard, mainly due to the lack of Defence, and as said before, accuracy is my biggest weakness. Kind of hard to get that uber damage on the go if I can't hit anything.

Playing around with a few builds, I mannaged to get:

MA/WP: soft-capped defences, decent resistances, high regen and health, high recovery, decent accuracy, decent mez and debuff protection. Lack of any ranged attack is a major issue for me, as I'm used to Focussed Burst in KM.

KM/WP: same as above, with slightly lower defences, and endurance efficiency is reduced due to the high cost of KM's powers. Main advantage would be the fact that technically, this set has two ranged powers, and all of them reduce damage. Another key flaw is that Kinetic Melee is inherently inaccurate (odd, since the issue is so easily resolved in PvE, but then, it's not competing with redonkulous defences and -ToHit)

MA/Shield: Same as above, but with better debuff protection and worse regen. Also, due to how valuable some powers are, lacks a proper travel power.

MA/Inv: Again, same as above, more like Shield Defence, only with a travel power.

StJ/Regen: Low defences, damage and what-not. Fantastic health, as expected, can't seem to do so well with accuracy on this one.


Due to this being an RP based character too, a lot of sets are kinda out of it, and I've made it a personal rule that the character has to be unique in some way, if not within said character's group of friends, but within my personal roster.

To this end, The only things that remain thematic and 'valid' would be Fiery Melee, Regen, Willpower, Martial Arts, Street Justice, Shield Defence, Super Reflexes and Invulnerability.

Currently looking at a SR build, feel kinda bleh about it, so, I guess that's out.

Don't get hung up on defense in PvP. Unless you are playing a set that has powers giving Elusivity, defense is basically worthless in PvP.

Why? Everyone with a decent PvP build has accuracy and To-hit out the wazoo. It is a safe assumption that anyone you fight will be able to punch through any defense you have.

For a PvP scrapper build you want 3 things:

High HP, either at the cap, or very close to it.
Resistance.
A way to heal yourself. (though very high regen rates can work somewhat)

Out of the possibilities you listed there, I would go with Fire/Regen. Make sure you have perma-DP capability and a bunch of recharge. Go with either Blaze Mastery for theme or Leviathan Mastery for Hibernate. (a /Regen with Hibernate is basically impossible to kill)

Whatever APP you have, make sure it has a mez power in it. You want some way of shutting off an offensive toggle, or any Rad you run across will make short work of you. You also want TWO travel powers, SJ and SS. Mostly because everyone else with have them, and you'll never catch anyone to kill them if you don't too.

Hm, that I can understand.

My alrternative would have been Martial Arts/Willpower, using Rebirth as a Self-heal and Regen boost. My main concern would be, what a friend of mine describes as, a Cascade Failure, where the loss of an attribute would prove to be the death of him.

Support Hybrid is there for a further accuracy boost, like a Build-up.

As for Accuracy, I've been working to get accuracy levels near 100%, but no matter how high that number climbs, it never seems like enough. Is there a target number I should go for in order to solve my accuracy issue?

Actually, that MA/WP looks pretty decent to me. Any kind of movement interruption is probably good, and MA, Spines, and Street Justice are all good choices for that on a Scrapper.

I'm not much of a PvPer, but I generally understand the actual mechanics of it. I suspect your accuracy against other players is low because they're eating Large Purples whenever something nearby twitches.

With your 40% defense, a vanilla PvE-spec'd character would have something like 20% chance to hit you (50%-40%)*(1.00 + 0.96). I'm not exactly sure how you'll look after diminishing returns and I don't fully trust Mids' PvP mode, but it looks roughly like you should expect about, hm...

Well, running Tactics, Focused Accuracy, and your Support Toggle, you have +25% tohit according to Mids' PvP mode. So your base tohit is 50+25 or 75% against other players. If they have... oh, say, 30% Defense, which is a more-than-achievable number, and pop a large purple which I'll guess grants another 20% or so in PvP, you have a 25% chance tohit, multiplied by your 1 + .86 (global) + .72 (rough per-power average) or 2.58 accuracy, or a final tohit chance of about 64%.

And if you're fighting someone with elusivity, it gets worse. But eh. Hopefully this is still an improvement over whatever you were doing before.

Your MA/WP build there would actually be pretty solid against another melee character.

A well-played ranged character will still tear you a new one though. Lack of ranged ability is going to hurt you there. You can use Confront to reduce their range, but unless you can catch them on the ground CAK isn't going to help you a whole lot.

You're going to have to joust any ranged opponents you fight (queue an attack and jump past them), so your odds of landing a follow up attack after CAK are going to be slim (you're going to have to joust them again, and CAK's immobilize doesn't last very long in PvP)

Hm, well, there is that.

Since I had a free open build, I've been working on PvPing my KM/FA to deal with Ranged Enemies, with a fast heal and the like. A lack of Immobilise is a bit of an issue, but the Knockback and Knockdown might help with juggling.

Here's what I have for that. I countered the low accuracy that usually accompanies KM. While it wouldn't be a dedicated PvP build by any means, it'd permit some instance of power and skill if it was pulled into a PvP match.

What he didn't mention is you'll want Phase Shift. You'll want it to escape, and you'll want it to prevent other people from escaping since if I understand things correctly, a phase shifted character can attack another phase shifted character. I dislike the phase shift meta game but if you are PvPing you should be aware of that aspect to it.

Personally, I wouldn't go through the aggravation of trying to make a melee character work in PvP unless you have PvP'd a lot as ranged and know what you are getting into. I'd start ranged, probably a Dom with Aid Self, Phase Shift, and your APP resist power and then once you have a good handle on the PvP scene decide if you really want to go melee.

Really, one or the other will be fine. You don't need both. Unless you fight a lot of people who like to phase, in which case one of the temp phase powers will usually suffice.

As you say Hibernate doesn't let you shift to finish off someone else trying to phase. I am also wary of a phase power that doesn't let me move to a better tactical position (ie. flee for my life) but the ability to completely heal *is* really nice. I could definitely see that particularly good for a regen build.
