Did Nick Fury break the law?

They say the victors write the history books, and I think that holds true here.

The day was saved, without the nukes destroying New York. Nobody's going to do themselves any favors by taking a stand that Nick Fury should have let the bombing go off as planned.

If the Avengers had lost the battle, however, then what was left of mankind would have held Fury as one of their greatest villains, the man that helped the invaders win.
