I recently unlocked Hybrid on my Spines/Dark scrapper. I took T4 Assault Radial, T4 Melee Core and thinking about making T4 Control Core.
T4 Control Core would have a chance to improve immobilization, stuns and fear effects on my character by +1 mag and can waylay for extra damage. Now my question, does waylay only have a chance to proc on enemies who received the +1 mag or will it work on any mezzed enemy regardless of the +1? If it is the latter of the two, the damage might be pretty decent, 75% chance for 32 pts of psionic damage. Any info would be great. Thanks.
