No Energy, No Control

Howdy folks, I'm looking for some help on building up a new base from scratch. Now, I'm not new to bases, as I have built from ground up a fully functioning base from scratch on Champion, with all the bells and whistles. But, I built that base literally years ago, and it pretty much runs on auto pilot now, occasional rent payments notwithstanding.

But, I've began dabbling with some long-shelved toons over on Virtue, and have started a base there. Problem is, I cannot seem to get any energy or control to "flow" to the base assets. Placed in the base are a combo control/energy unit (+75 control, +125 energy), a Basic Generator (+1000 energy), two Circuit Breakers (+150 energy each), a Mainframe (+50 control), and six databases (+50 control each). But, I'm getting zero energy or control -- the little bar icons in the bottom right corner of the base editor register zero for both.

So, I'm not sure what I'm missing here. I figure the control units aren't working, because they're not getting power. But, what do I need to do to "switch on" the power? I'm probably missing something blazingly obvious here, but any assistance is welcome.

Only thing I can think of is if a base is standing empty for a while, rent or not, then it will go into an inactive state. It usually fixes itself after 24 hours of revisiting.

If it doesn't then it's a bizarre rent glitch where you have no rent to pay but it still wants you to but you can't because you have no rent to pay. That one can only be sorted with a petition to support to reactivate your base.
