If they are facing a huge weakness, then a stopgap measure would be implemented until a more permanent solution can be found. Once the first equalist attacked a police officer with their lightning gloves, then they should have started a couple of plans to create a simple armor to protect their officers in the short term and a more efficient armor to protect their officers in the long term. The only reasonable explanation is a plot device so the Equalists will have a more impressive battle against the police force. Forcing Korra's group to be the heroes and not the police.

However, the main benefit of the armor is that it is capable of stopping Chi blockers, which are the main equalist force for dealing with benders outside of the police. It is a rock and hard place there: tasers and chi-blockers, or just tasers. Either way, you're screwed. Also, there tasers could have something along the lines of 50,000 volts of electromotive force, which is enough to punch through quite a bit of commercially available insulation products.
