Please tear this build a new one
I don't have the time to go over the build with a fine-toothed comb right now, but I'll provide a few quick thoughts from what I did with my Ill/Time.
- As Ill, you really want to keep Phantom Army up all the time. Having Chrono Shift up all the time gives you an additional 50% towards this goal, which is very nice, so I'd slot that for recharge. If you run Hasten and Chrono shift you need around 70% global recharge to keep both up permanently, which is quite manageable without purples (this will also give you permanent Phantom Army).
- Using Power Boost with Farsight gives you a boatload of tohit (22% without slotting for it) and defense (26% with ED-capped defense slotting), both of which last for the whole duration of the buff. If you have Hasten/Chrono shift this can be up all the time without needing to slot any recharge in farsight.
- All the "free" tohit from farsight means I would ditch tactics from the build to save on endurance, as you will have no problems hitting anyway (nor will your team if they clump up for farsight).
- If you already use power boost with farsight, group invis also benefits from the boosted defense for the whole duration (giving another 5% or so to the team), which in my opinion makes it better than superior invisibility. The duration of farsight and group invis are the same, so you would be casting them in sequence. It is also much cheaper endurance-wise.
- The downside to this way of building is that you have to run a buff sequence of Power Boost->Chrono Shift->Farsight->Group invis every 90 seconds, which can get a bit annoying over time. In return you get a lot of defense (~30%), tohit (~20%) and recharge (50%) for yourself and the team, so I'm pretty sure it's optimal from an efficiency point of view. :-)
Oh, and final note. I haven't really tested it exhaustively, but my gut feeling agrees with you that Blind is the best spot for the controller ATO set. That is what I went with, and I have been happy with it.

I made some changes to fit the budget specified in the OP (150M-300M). It does include 2 pieces of Soulbound Allegiance, which was part of the OP's build so I'm guessing fair game.
I'd target Coercive Persuation for your first purple set. Once you get that I'd swap out the Blood Mandate in Phantasm for Expedient Reinforcement to give you both 6.25% rch and ranged def. Not for the additional recharge, which is not all that meaningful once you perma the good stuff, but for the confuse proc, which is great and should help make your DFBs safer + faster.

hey, y'alls. I'm in this awesome situation of being within spittin distance of having a second 50, and a second lvl 50 controller(so..second 50 total). I leveled the first controller(ill/kin) to get a rough feel of the game(LotG good. Incomplete Attack Chain BAD). I'm a hideous nub, have..roughly 150,000,000 inf saved up for this character(300,000,000ish inf total, and plans to make some sort of fortuna alt as well, so..150mill for each). and due to discovering JUST how filthy-addicting the heroes and villains set is(and coveting the entire "awesome crystal dudes" elemental setup), have the entire 'troller enhancement set floating in my inbox, as well as enough merits that it feels like I'll be able to comfortably make multiple LoTGs and such.
Ill/Time is the sort of fascinating that leads me to spend far to much on pretty costumes and enhancements, and I can definitevely say I'll be playing this character as my "main" throughout the majority of my time in CoH, so I wanna get this initial build right. The goals are
A. Lots of cool slows and holds and such
B. As much recharge as I can reasonably get with my current price range
C. AS MUCH DEFENSE/RESISTANCE AS POSSIBLE. Can't emphasize this enough. Only thing I /hate about my ill/time is that there's still the posibility of death...ergo I wanna minimize it
D. Enough endurance gains that I never really feel a..crunch(I'm 36 right now, so no chrono shift yet. if I'm dramatically under-estimating it, my stam slotting will change)
E. a functional lvl 20 build.(the first part of who will die is stupid-easy with phantom army, hover, and invis. I wanna keep rocking stupid-easy merits every time the CD is up).
F.Farsight is boss on fortuna's. It's also boss on a superawesome 'troller. I wanna keep it running whenever possible
and finally? if I could get advice on the optimal slotting for my AT enhancements, I'd love it. My gut is saying "Blind" will work best, but if my gut's wrong, please tell me so.
So Teal Deer? This is my first big kid build, I know I'm messing SOMETHING up, and utter ruthlessness would be appreciated. If there is anything you can do to make me awesome without it just translating to "1000000 purples", I'd be ecstatic.
