So I had to quit playing for a while and when life got a bit mellower I thought I wouyld try out being a "Premium" player. I came back to the CoX world and realized, "Dang, going from VIP to Premium just ain't as skippy." So as of a few minutes ago I am all VIP'd again. However, I went into my character list and it said they were all still "locked" and I needed to spend points to unlock them again. As a VIP again shouldn't they all be unlocked like before?

Le Blanc 50 Dark/Dark Scrap
High Huntress 50 Archery/NRG Blast
And a goatload of others. On a goatload of servers.

No, you don't need to spend points to unlock them. You do have to manually unlock each one though.

When you go VIP you will have enough unlocks available to unlock your characters.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
