I've used the fears on a tanker before, and while I like them, I don't know if I would do it again. Yes, the fear has its uses, but the powers need to be heavily slotted before you really see much benefit and in the end there are better power/slot choices.
For concept, sure, go for it, but otherwise there's usually a better option.

Are you a Dark something? (either Armor or Melee)
If so, you can stack Invoke Panic with the fears found in your primary/secondary. If not, I wouldn't bother with it.
