Staged Download Never Completes

Exit out of the game, open the launcher, select City and select Update on the bottom left. This will use the faster peer-networking download technology instead of the crappy background tech that seems to forget what it's supposed to be doing more often than not.

I'm not sure what you mean by "peer-networking" as that brings up thoughts of Kazah and other file sharing things, but I always do manual updates as a general rule. If nothing else it speeds up the process. That said, a fresh install can easily take more than an hour to download depending on a few hundred conditions. If you'd like help with your migration install attempt, then I can certainly point you the way. Granted, if that install is pre-i23, then you're still stuck with Some downloading.

The launcher uses Akamai network for distributed downloads. The backgrounder does not.

I have a friend with this exact same problem although she's made it to stage 4.
I told her to use the update button in the launcher and got back "that's not working either. It's still stalled at 90% and keeps saying connecting and nothing. UGH"
I'm asking for clarification but thought I'd post in case someone has encountered this before. I'm tempted to tell her to delete and start over but she apparently spent most of yesterday trying to get it installed. Unfortunately her one character from a couple of weeks ago before a Windows re-install is stuck in PI and she can't login without stage 4 installed.
She started over and it worked the second time. *shrug*
Trying to do a fresh install on a brand new laptop computer.
Everything when great until I got the Stage 3. Now its at 0% and never finishes. I've been watching it sit at Stage 3 0% for an hour now.
I tried copying over all my files from my desktop, which plays CoV without any problems.
This did not work. It is still "Stage 3 0%"
Anyone know of a way to fix this?
