Friend can't create a character. Help?

She already has two slots unlocked on a different server?
Ask her what the "Global Slots" says on the upper left area of her character screen.

So, I got a friend to try City of Heroes/Villains. She says that she's unable to create a character. I thought maybe she just didn't unlock her two slots yet, but she says that when she clicks a slot to unlock, it tells her that it can't be done. Any idea what the problem might be?
