Mechanics of -recharge procs

IO gurus:

Can anyone confirm the mechanics of the two -recharge procs (Dark Water's Despair and Pacing of the Turtle), or point me towards a link that does?

I'm assuming, but want to know for certain:

1) that a target can only be affected by one of each (so multiple powers or multiple players on a team can't stack it), like Achille's heel proc.
2) If slotted into targeted AOE toggles or location AOE, it has a chance to proc against all enemies within the affected area at the usual chance for toggles/auras: every 10 seconds, I think. The powers I"m looking at are Darkest Night (-tohit, -damage toggle), Time's Juncture (-tohit, slow), and distortion field (slow)

I've been saving a slot in Darkest Night for my two characters with that power, and with a /time mastermind levelling up, I want to maximize the slow and -recharge of the set for villanous amusement.

In partial bad form of replying to myself, but FYI for anyone else researching.

I finally found the proc info under Red Tomax's set bonuses. It looks like a target can be affected by up to 5 instances of each proc, for a theoretical -200% recharge (more if the Induced Coma proc is added).

As the -tohit and -speed debuffs work fine with the targeted AOE toggle and PBAOE toggle, I assume that the proc works, as well. TOo bad there isn't a visual indicator (that I've noticed), like a damage resist debuff or a -tohit debuff.

In continuing bad form... I'm uncertain again.

Redtomax data shows that number allowed is five. However, Mid's has it flagged as "does not stack from same caster".

While multiple -recharge procs may be overkill, I'd like to try it as long as mechanically it works.

"Stack from same caster" doesn't apply in this case, as each copy of the power is considered a different caster. The Might of the Tanker proc, for instance, is flagged the same way, but is able to stack since you're granted a new copy of the power every time it goes off.

So yes, they should stack, assuming you're lucky enough to get it to proc on the same target within 20 seconds. Given the proc rates, unless you have a whole team slotting them, I think it's quite unlikely that you'll be able to get more than 2 stacks at any given time.

Planned powers are Time's Juncture (autohit pbaoe toggle), Distortion field (autohit ground location aoe), possibly Time Crawl. I just noticed that the Wolves take a -tohit set; if that's in the same regular attack used with -def that Iuse for the Achille's heel proc, I may add one there, too: that's three additional pets with their fast attacks and ac hance to proc.

I need to check which power does the -tohit, but the -def with achille's procs on 1-2 mobs per group (when set to +1/+2), so with the perk of each pet giving a chance to proc, they could stack well.
