I had some crafting discount coupons while buying Converters from a Merit Vendor, which consumed them and cut the inf cost of making the converters to 75% (down to 187,500 inf). After the last coupon was used, I was no longer able to make converters, despite having more than enough inf and Reward Merits. Astral Christy wouldn't give me any either despite having enough Astrals for a single Converter. After visiting a normal crafting table and crafting an IO, however, the issue seems to be fixed and the vendors will sell me converters for the normal price of 250,000 inf again.
The strangest part of all of this is that the bug spread to all of my other characters until I logged back onto my original character and fixed it by crafting an enhancement. I've filed a bug report but wanted to make a post just so other people (and hopefully a redname because it's kind of an annoying bug) can see it.
