Tradeoff - defense for more damage?
There's a value in "not getting hit", especially on a controller since that also means "not getting a status effect" almost certainly outweighs reducing cast times on powers by a fraction of a second, which is all you're really talking about at 5% recharge.
Remember too that at incarnate levels, mobs have a boosted base chance to hit, so that extra bit of defense is that much more important if you're going to go play in DA or run BAFs.

So, my old fire/rad controller from the super-theme team from over a year ago has SJ instead of SS, and I wanted to respec him, and apply some of the lessons I've learned this past year about IO sets, their bonuses and the flexibility a couple of hami-o's can provide.
I'm going to ask this question:
If I have 49.4% ranged defense, and I have a choice - I can frankenslot - on a given power and reduce my ranged def to 46.27% with a trade off of having flashfire boosted for damage more than for a stun.
Also, my recharge is a bit low - only 65% without hasten. So, I am thinking about replacing my set of numinas (that's in the Radiant Aura) with a set of Panaceas.
What I'm after here is to learn if there's some sort of rule of thumb - sort of like the 2%resist =1%defense.
Is 5% recharge and 10% regen worth 3.13% ranged defense?
This is going to be a toon whose sole use is going to be incarnate trials, as the super team stopped teaming up a long time ago.
I'd suffer through the lack of SS, but when I play my earth/rad and notice how it can just stand there and spam AoE immobs and slows with nary a scratch while solo, it's a real contrast with my fire/rad who takes in a lot more because defense wasn't really an issue when teaming with 7 other fire/rads. (4 AMs going during the entire course of a mission makes things go dead pretty quick!)
