Energy Melee /Regen - going for insane recharge

One of my mains, Jacal Tios, a energy melee/ Regen Stalker, has been long overdue for a respec. I have been brewing on this build for a long time, (started the build in Mids several months ago) but am very unsure if Im missing something important.

The build is focused insane recharge. The reason for this is several but them main reason is that I can get soft capped with Shadow Meld in every defense with only a 3-9 seconds of downtime (depending on incarnate powers). And since Jacal is a regen, I hope to get away with the down time. The extra bonus is of course perma hasten and perma dull pain.

The attack chain would be Energy punch-> Bone Smasher -> Energy Punch -> AS, which leaves the animation heavy Energy Transfer and Total focus out of the loop.

My main consern is end usage. With the new stalkers changes I can really feel the end usage on this toon, even though he is not particulary toggle heavy. The insane recharge, I am afraid, will only make it worse

I think the build is viable, but I am afraid I have left something out.

Anyone have any comments? (Both a "that build will do" comments and "you have totally forgotten about.." comments are most welcome.)

This obviously isn't a full build critique but one thing that jumped out at me is that you'll come out ahead in your Stamina slotting if you trade one of those EndMods for a Performance Shifter +End proc, and make the other two EndMods into +5 IOs using enhancement boosters. You only give up 3% of EndMod slotting and the proc then puts you over the top.

Thanks for that, had forgotten about the Enhancement boosters. Doing the same for the recharge in Shadow Meld as well, shaving of another 2 tenths of a second in the recharge

Using boosters on the D/R in the purple dmg sets will get both those aspects ED-capped without the Dmg piece, which mostly gets eaten by ED anyway. To that end, the two dmg IOs in energy punch and bone smasher aren't benefitting you as they're way beyond the ED cap, you'd be better served by putting a proc in that slot.

Personally, I feel like building recharge much beyond perma-hasten has diminishing returns, but I can see what you're chasing here. Personally, being stuck in a 3s animation every 22s would drive me a little nuts, even putting the power on auto, but ymmv on that . If you use MoG, you can chain SM-MoG-SM. To that end, you may find a couple of recharge IOs useful in MoG. Also, Mids seems to be showing the 'large part' of the destiny buff, so keep that in mind as well as cast time when figuring your 'downtime'.

If you're made of money, you could use panaceas in place of the dw sets; this gives a wee bit more global rech and opens up more opportunities for 5% rech bonuses.

I'd slot Total Focus as an attack, even at a loss of recharge. If you decide you 'have to' have that purple set there, put a boosted Heca dmg IO in the 6th slot.

While ET has a long animation, its damage is so high, it is still your best single target DPA. I'd recommend using it, although I can understand the desire not to be animation locked on a regen. I haven't played my EM/Regen since the stalker buffs, but I would think the extra HPs would mitigate a lot of that issue now (especially using Shadow Meld).

My EM/Regen burns end very fast as well (although my build is not nearly as good as yours). It is likely to be an issue. However, since you took Ageless Core, I think you will manage fine as long as you pay attention and use your destiny. Recovery debuffs will be painful, I recommend monitoring your recovery so you can be more cautious when it gets flat-lined.
