little know fact, the battle cry emote plays on whatever chat channel you in at the time. You were likely in team chat even though you were not on a team, it's done this way so you can have your battle cry play in both local and team as well as all other channels that you want without having to bind it over and over again.

Both times, I'd been on teams. I guess I never changed out of the Team channel. Grrr argh.

This. If you want to say something when you're by yourself, ensure that you're in local chat, or your bind is set to say it in local. The game will otherwise, as you have seen, auto-detect that you are solo and remind you of that. (You can also use broadcast/request channels, and supergroup if you are in one.)
Just for completeness' sake. What F10 is bound to by default includes the "/say" command. /say puts your text into whatever channel you have selected at the time (as has been said, but they didn't say the command).

I finally came up with a workable Battle Cry(fits character, under 32 chars.), enter it in the Battle Cry field on the I.D. Option...and instead of doing the Attack emote and yelling the cry, my character does the Attack emote and a message pops up in the window saying "You are not on a team!"
Uh, yes, as I am a solo player, I am aware I'm not on a team, thanks for sharing. So I delete, retype and retest the cry a few times (mindful of the definition of insanity), and the same thing happens each time. Finally, however, I try it once and it works. And I did nothing differently.
Then, however, I started messing around with my keybinds. Got to the point where it was such a hassle changing what I had to the new system that I'd mapped out on paper, I just Reset Keybinds and started over. Only realizing after the fact that of course, this also reset F10 and started it doing whatever wonky thing it was doing before, again.
So then I start delving in the bind specifics, and thanks to the talented ex_libris, I am finally able to come up with this sequence of events.
- F10 for Battle Cry is not working properly: triggers Attack emote and window message saying "You are not on a team!".
- Enter /bind F10 "nop" to strip bind.
- Enter /bind F10 "local This was my battle cry! $$emote attack".
- Test F10.
- Success!
So is this a known issue, or did I somehow just find an odd glitch? I know from a buddy that's been playing for a while that he never had that issue.
