Staged Install State

New laptop Windows 7 64 bit

The launcher downloaded quickly, but I don't see a download progress bar. Instead it says "staged install state" and the only feedback I get on the download progress is if I load into the game and go to the character screen, where it gives a state (0% Stage 4) and never progresses.

Do I need to be logged into the game for the download? Should I not login and wait? Is there any way to know the state of the download?

Making sure that you're otherwise safe (not surfing PRON at the same time, etc), you could try turning off your internet security apps. It's possible that they're blocking the install. I'd do that and try to reinstall/repair the installation.
