Just putting out what I found out recently (sadly, post respec).
My shield tanker has 3 membranes in Active Defense. Even though you couldnt slot defense IO's, only recharge, Active Defense benefitted from defense (via membranes) by increasing its defense debuff resistance.
with those lovely unslotters, I can pull them out, back in, etc. I tested with them, and without them (using only 3 recharge SO's). While there is a period of overlap with membranes and SO's (and the defense debuff resistance will add twice during the overlap period), the defense debuff resistance value no longer changes (membrane vs SO).
Just thought I'd share this with anyone else who put in membranes in active defense (I plan on yanking them out and moving 1 slot elsewhere).
