A Mastermind power set showed be strong and have a powerful theme behind it that match most Villains Master Minds,Demons, thugs, Merc and Robots are a continuing theme in comic books.
I don't think they will make this and Positron has a fear of Clowns, so that a no way, People do have fear clowns you no.
So I would say no to this just because of the fear that some people have.

Especially the bit where you had to boil down a horse to make glue.

Clown Summoning Power Set
Short Description: Grants you access to the Clown Summoning Mastermind Set.
Clown Summoning: With the Clown Summoning Power Set for Masterminds, you will be able to command and control your own circus of clowns. The minion pets are three traditional happy clowns, with squirting flower ranged attacks and balloon-sword melee attacks.
