Ice/Ice/Ice build help please
You do not need perma hasten to have perma dom. 70% Global Recharge (which you've definitely passed) plus well-slotted Hasten is enough to have perma dom, just barely. With the slotting you've got, I expect you should be perma-hasten with no problem. Check out this guide: http://boards.cityofheroes.com/showthread.php?t=120644
Overall, your build looks decent, if a little bit expensive (Coercive Persuasion is still 150 to 200 Mil or more for each piece). I'm sorry I don't know enough about Ice/Ice to comment further.

The way to look at any build is to mentally ask myself, what is my play style?
I play my ice/ice/ice in melee. I went perma-dom first (in a dom I would say that's your first move every time) I then went for capped Smashing / Lethal defense (45% for regular game content) Next I maxed out my end recovery as the set is an endurance pig!
Right now your haste is good and your defense is good but a ways off from being capped.

That's not to say you HAVE to cap your defense. I've seen epic recharge doms to amazing stuff with little defense. Again my play style is right next to the melee types so having defense for me is a must. But your mileage may vary.
Once you figure out how you will play your dom, line up your bonus stats to match your play style.
Oh, and don't forget to look at your checkbook. Sometimes it's nice to dream but using every purple you can get your hands on might be out of reach. I know for me it tends to be.

Akia, I'm still working on this build and haven't played it, but it might give you some ideas.
Fair warning, it doesn't use the swords at all, and probably wouldn't be ideal exemp'd. I think it would be viable in melee or at range at 50 however.
Pros:
- Soft capped to S/L/E/N and Ranged (with Agility/Nerve alpha)
- Perma dom with no speed pool (hasten)
- Every power from the Ice Mastery ancillary
Cons:
- Not cheap
- Requires running Hover for the soft cap
- Short changed Hoarfrost's slotting to where its not much more than a mediocre emergency heal
Concerns:
- Not sure about endurance sustainability with Arctic Air running (seems like between Hibernate and Domination it might be workable without Ageless, but I haven't played it)
- Not sure whether I short changed Sleet or not
- Not sure I like where the Ascendency of the Dominator set/proc is slotted (Block of Ice -- maybe better in Chillblain? -- really wish that set enhanced damage)

As I said, its a work in progress. If anyone wants to tweak it and/or blow great big holes right through it for me, I'd love to see hear.
whenever I look at a build, I first see what it does best and see how I can use that. For an ice/ice/ice build your best attribute is actually -rech, IMO. I don't see that you are using this very powerful portion of the set to it's best ability. Just by combining Artic Air/Shiver/Chilling Embrace you can place a -165% rech on any group. That basically means you only have to worry about an alpha strike. I would rework your build to take advantage of that aspect of the set.
For absorbing that alpha strike, remember you have Power Boost available to make all you defenses much better for a short time. You can cap S/L defense for the moments you need it with just 4 powers; Power Boost/Frozen Armor/Combat Jumping/Maneuvers. You won't have it available all the time, but it will be available for the 1st 15 seconds of any battle making you pretty strong on Defenses.
Here's an example of the direction I would go with the build. It should meet your needs for permadom and defense when needed. It gains good usage of your -rech powers and endurance regeneration as well as providing more damage output for you with Spring Attack and Ice Sword.
NOTE: I did avoid your immob powers because Ice Patch is perma and will help mitigate/keep things together for aoe powers.

Should also be very helpful with AVs. So, an even level AV would have 85% resistance and you can hit at -200% rech or so consistantly. Allowing for purple patch the leaves us at 100% -rech. Throwing that into the resistance formula for even level AVs we get (-100 * (1 - .85) = -15% rech). Not a huge number, but it should be a decent amount of mitigation.

The build is pretty good overall.
I think endurance management is going to be very challenging without Ageless, even with Cardiac, Hibernate, and perma-Dom. One option is to switch to Mu Mastery. You'd lose Sleet but pick up Power Sink/Ball Lightning, and an extra pet. More importantly, you can then drop Ageless for Barrier, and aim for 40% defense instead of 45 (although you will be a little over 45 every time you hit Power Boost). If you do this, I recommend going after Ranged defense instead of S/L. Sleet is great, but so is long term sustainability. Personally I really do not like Ice Storm compared to more traditional blasts like Fireball/Ball Lightning but that's a YMMV thing.
Hover/Fly can cause problems if you plan to use Glacier a lot. I also have to insert the obligatory "Fly is more of a costume part than a real, strategic power." If you keep it, do it for concept. Super Speed and a Jet Pack is both typically faster and much strategically safer, especially for incarnate content.
Jack Frost now features 25% defense to most, 25% to Fire and Cold. I recommend dropping Hover for Manuevers, then take the two pet +defense IOs. That will bring Jack up to 25 + 5 + 5 + 4.5 = 39.5% defense to most attacks. If you pick up Barrier as mentioned aboe, the low point is 5%, which brings Jack to around the soft cap!
A more experimental option would be to go Ice/Ice/Mu with Agility instead of Cardiac Alpha. You would mainly get away with this due to Power Sink, but expect there to be some hills and valleys in endurance. Again you can settle endurance issues with Ageless, but that means dropping the powerful option of Barrier which is a godsend for a set that's expected to melee so often.
BTW I would not personally put Shiver back in the build unless you have spare spots. Even though I wrote that long -Recharge post quoted above, I usually skip Shiver.

Damage should be significantly improved with the blaster as well. I'm not a fan of crash nukes, but I'm also not too happy about skipping Blizzard. I might swap it in for one of the AOE sleeps down the line; I'll have to see how she plays out.
The blaster build is considerably cheaper too.
Not bad - no hasten, and the loss of frost breath kinda hurts, but yeah, pretty nice.

You know, if I just swap Frost Breath in place of Shiver with the same slotting, it does modest damage and still offers lesser (but still significant) debuffs with a similar mechanic.
Given the panoply of other mitigation effects in play, and the likelihood that serious threats will either be locked down or close to recharge debuff cap from compound single target attacks anyway; that option is worth considering.
Does Shiver wake up sleeping foes? If it doesn't, that's one plus for it as an alternative to the 'chaos' AoE control mechanism of Ice Storm + Ice Patch.

Well bugger me. I was under the impression for some reason that Ice Patch was a location AoE. On the blaster it's a PBAoE, and it doesn't work in hover. Given Ice Storm's propensity to scatter and no reliable method to contain them with the blaster, I'm thinking now that I will swap Frost Breath for Ice Storm. I just wish Frost Breath didn't have such a horrendous animation time.

Thanks so much everyone for the feedback, this does give me more to work with. This is by far one of my favorite characters to play and she only has simple SOs. I can't wait to slot her properly.
This was the very first toon I ever made. I started playing when CoV was released. I stopped playing shortly after base raids didn't happen She has not been touched since. When I came back I made a hero. I brought her over to the hero side and would like to play her more. Here is my attempt to build my dom.
I am sorta confused. Do you need perma hasten to have perma dom? Not really sure how that works.
I still have a few slots left and I am not sure where the best place to put them would be. Also unsure about enhancement choices as well.
