Highly unlikely that it will. Mid's certainly doesn't show it doing so, and with the recent Hami-O "bug fixes" I wouldn't bet on it either.

recent HO bug fixes were things like defence debuff actually adding defense buff values, if they could be slotted. likewise damage <--> resistance were interchangeable before.
Mids has missed things before, but more hoping/wondering if someone actually tried.

i doubt it would, in the detailed info it says unaffected by enhances or buffs on the def so HOs wouldnt even help since it ignores everything slotted
I know quite a few powers, mindlink, vengeance, where any +recharge of an IO will affect the power, though it wont take recharge IO's itself.
Storm kick doesnt take def IO's or sets, but if I use an HO with a +def component, would it work?
