My First Build
Before talking about what you've done so far, I should point out that it isn't finished, and ask what your goal is.

(Ok never mind I just realized that I had some slots I haven't used... missed that the first go through. The problem is, I have no clue what to do with them.)
My goals? Primarily to put out as much damage as possible, I want her basic form of protection to simply kill things before they kill her. I would love to build as much Neg and Energy into her attacks as possible as well.
So far as defense/heal I was looking at primary mitigation via Resistance. Mostly because since my defensive powers are Resistance based I assume I have a better chance at soft capping that then I do defense. I thought a combination of Regen Rate and Resistance would cover me. Though even then all of this is secondary to dmg. I would also like to see her have as much protection from En & Neg as possible. And finally where there's room I wanted to build her to resist Psi to reflect a headstrong nature.
And finally of course I want to make sure she has the end to keep going like an energizer bunny (I slotted as much recharge as I could to go with that theme - so her attacks & Power Surge would be up as much as possible.)

You will have near immunity to energy out of the box. If you want immunity to psionic, it would be most effective to build up ranged defense. Most people slot with either defense or recharge in mind. Not sure if the Hetacomb is worth the investment unless you plan on slotting the set. You can buy 100 TOD: Chance of Negative proc Ios for the price of that hetacomb. Maximizing damage is probably less important than staying alive. Hard to kill mobs when you keep visiting the hospital.
That said, if I can kill stuff fast enough, then I still wont end up dead.
Corpses don't do damage.

Expensive is not necessarily the same as 'better'.
On ELA, I'd try to build for decent recharge and as much s/l defense as I could squeeze in.
It's generally not worth chasing +dmg bonuses on a brute, you're already swimming in +dam from fury so those bonuses will be a lot less noticeable than they would on, say, a blaster or a scrapper. Also, your mez resist toggles are sufficient, it's not worth slotting for additional mez resist on a melee archetype.
Your ATO will have a better chance to proc in a long recharge, single target power.
I can comment on the /electric set having been leveling a brute with it the past couple of weeks. You may not need to put more than 3 slots in stamina. With recharges in power sink, it is up often enough that I can fill my end bar regularly. I just love watching the mobs blue go away while mine fills up. Mobs with no blue do little damage, too.

Thank you so much, you managed to do dang near everything I wanted to do better then I did. I made a few changes here and there (Only where it wouldn't mes with set bonuses as much and only to allow some neg/energy into my attacks. With Smashing and Lethal resisted so much later in the game AND it being so ingrained in her character, I wanted to make sure I could sneak that in.)
Well, that and I reordered the powers back to my original pick... I slide up and down the scale a lot with Ouro and I didn't want to learn access to certain things.
