Do you use Water Spout and Spring Attack that much? You already have every DB attack, and the slots from those two powers could be used to improve DB and your regeneration.

'I don't like the look of it at all,' said the King: 'however, it may kiss my hand if it likes.'
'I'd rather not,' the Cat remarked.
'Don't be impertinent,' said the King, 'and don't look at me like that!' He got behind Alice as he spoke.
'A cat may look at a king,' said Alice.

Oh boy, you're killing yourself on enhancements... I've made a build and moved some power choices around that is more akin to my playstyle... so this is just something I'd recommend as a starting point. I wouldn't focus on s/l def as you can resist most of that away, instead focus on the other damage types for defense. Also, HP and regen are WP's strong points and should probably give those some appreciation. That makes your auto accolades more important than ever on WP (Full disclosure: I don't play DB so keep that in mind on this build):

Softcapping a /WP scrapper is not easy. Fortunately, it's also not necessary, so if you can't get there without making unacceptable sacrifices, don't. Defense in the mid 30s - 32.5% at least, to softcap with one Luck, but more is nice too - has been sufficient for me in a wide variety of situations. Preferably to S/L/E/NE, and F/C if possible. As /WP your exotic resists are low, you cannot afford to neglect those defenses.

Blinding Feint must be slotted as an attack. It MUST have accuracy to be useful at all, and it should be slotted for damage since you're using it so often, and it needs end/rech too of course, like any attack. Do you have any particular attack chain in mind? The Blinding Feint -> Attack Vitals chain doesn't require much global recharge, and is quite good.

High Pain Tolerance should be slotted for health first. You can slot it for resist as well, if you want, but it needs heal slotting as the first priority. Rise to the Challenge is a healing power and should be slotted as such; the tohit debuff is trivial.

I've played DB and WP, but not together, so I can't say with certainty, but I expect that you could get away with underslotting Stamina/QR, or with using a bunch of Oblit sets, but not both.

"Absolutely right" to all three of these, especially the first one.

Super Reflexes really NEEDS to be softcapped to positional defenses, since that IS their defense. Anything big enough that gets through means they hit the floor.

With Willpower, anything that gets through FIRST has to get through WP's resistances, THEN make a dent against the hopefully large hit point total, THEN has to be big enough that a few ticks of Rise to the Challenge aren't enough to heal it.

That combination of innate resistance and regeneration were enough to make most WP pretty survivable on the way to 50 on SO's -- defense at this point is just icing on the cake.

And here's another recent thread on DB/WP from last week: http://boards.cityofheroes.com/showthread.php?t=285308

"But it wasn't anything some purples and oranges and lots of screaming in fear couldn't handle." -- Werner

Thanks for the link to the other thread, I was not able to find it before.
I tweaked the build a bit, Im not softcapped and using Smashing haymaker as placeholder for Kinetic combat since its a pain to get them at market, not because they crazy expensive only, because their low availability.
Here is the new build, forgot to say I got all the auto accolade powers, and crafted a T1 of spiritual alpha, may have agility or vigor better?
39,5% to S/L defense with all toogles on I think is good enough till I got the rest of kinetic combat.
Leviathan mastery is there because of concepts.

Agility Core is a better choice for any secondary that will be considering multiple defense-related options, even more-so when you start duplicating endurance modifying sources like having QR and Stamina. Agility allows you to cut-back on slot usage in some powers, slipping those into other areas of a build while still reasonably enhancing (or over enhancing). Also, just because Kinetic Combats aren't on the market doesn't mean there are not alternative ways of obtaining them (Merits/A-Merits/Paragon Market/Astral Merits). In the build I'm going to toss in with this post, I also built in for the Scrapper ATO enhancements. If you purple-grade the whole set and then split it (3 and 3) into two powers, you can garner 10% S/L defense in total between the two splits. I left appropriate slots open in the build for where they'd go. Leaves the build with 47% S/L, ~32 F/C, and ~41% E/N.

I'll echo the sentiments on the Agility alpha. It's done wonders for endurance management on my MA/WP, something he had struggled with for years.

Here's my build.

Soft capped to S/L/E/NE with a T3 Agility Alpha; probably close enough without. Around 30% defense to everything else. No purple sets or PVP IOs, but it does use a Superior Scrapper's Strike set.

The attack choices and slotting are not optimized for DPS, but rather what's proven the most fun for me to play. I'm a sucker for a good knockdown proc. Salt to taste.
